c. Bicycle Parking Sj2aces The plan should incorporate an adequate number of <br />bicycle parking spaces for both valet (temporary) and permanent bike parking areas. <br />d. Bicycle Parking Fees The plan should consider reduced fees for attended bicycle <br />parking. <br />8. Signage <br />Issues: The City Public Works Department and Eugene Police Department currently <br />alter the lane -use assignments on primary roadways leading to and from Autzen <br />Stadium before and after football events. Traffic lanes are marked to reserve them for <br />bus -only operation; these lane assignments are not always clear to motorists attempting <br />to access or leave the facility. Automobiles continue to enter lanes reserved for <br />exclusive bus use causing delays in transit operations that affect service times. <br />Spectators coming into the area from outlying areas as far away as Seattle, Portland, <br />and Klamath Falls are not always familiar with the local road system and may not be <br />familiar with the location of parking opportunities, including LTD sports shuttle park <br />and ride lots that may be located some distance away from the stadium. Variable <br />message signs at key locations along the freeway, or other techniques for directing out - <br />of -area spectators to park and ride lots might be used to some advantage to intercept <br />stadium -bound traffic before it reaches the stadium area. <br />a. The plan should provide for temporary lane markings, signs, or indicators on <br />primary street approaches to the stadium to facilitate different lane assignments for pre- <br />game and post -game traffic flows. <br />9. Financing of Critical Facilities <br />Issues: Implementation of a TDM plan is likely to require construction of some <br />transportation - related facilities, both on the stadium site and off -site. Some of these <br />facilities may already have been identified for future construction in one of the adopted <br />Alton Baker Park plans; others may not have been previously identified. To the extent <br />that TDM implementation relies on construction of these facilities, the University <br />should bear the cost of those improvements. <br />GT1T1 4 . � <br />a. The plan should discuss University participation in financing construction of <br />pedestrian, transit, and bicycle facilities, and vehicle parking area improvements that <br />are critical to execution of an effective TDM program. <br />
