(3) Pedestrian movements, and potential for pedestrian/transit vehicle <br />conflicts at transit boarding areas and at the intersection of Leo Harris <br />Parkway and Centennial Boulevard. <br />(4) Inadequacy of sidewalk widths along Centennial Boulevard <br />pedestrian routes. <br />C. Damage to Park Facilities The plan should address pedestrian and bicycle <br />movements in the area north of the Autzen footbridge and identify measures to <br />reduce trampling of vegetation and soil compaction in areas adjacent to <br />footpaths. A management approach is preferable to widening the footpaths in <br />this location. <br />6. Vehicle Parking <br />Issues: The proposed code amendment establishes a fixed vehicle parking requirement <br />for the stadium. Because the code amendment will precede the stadium expansion, it <br />will be important to verify that the amount of parking available after construction meets <br />the code requirement. Changes in leased parking arrangements may also affect the <br />number of available on -site parking spaces Periodic on -site parking counts will insure <br />that sufficient on -site parking continues to be available. <br />The fee charged for vehicle parking can have a direct influence on a person's <br />transportation mode choice. Fees for close -in automobile parking at the stadium should <br />support TDM efforts to increase the utilization of alternative modes of transportation. <br />The proposed site plan introduces a number of changes in the location of various <br />facilities. These changes introduce the potential for introduction of conflicts or <br />displacement of critical uses on the current site. The TDM program and the site plan <br />must reflect the need to maintain emergency vehicle access and provisions for parking <br />of police, transit, and public works vehicles that are necessary to implement the TDM <br />program. <br />The draft TDM plan includes a proposal to better utilize existing parking lots on the <br />main campus south of the Willamette River. This proposal, if implemented, could <br />increase the number of pedestrians using the Autzen footbridge to reach the stadium. <br />The number of pedestrians already using this route has caused problems in past years. <br />The proposal also introduces the possibility of establishing a parking lot shuttle from <br />these lots to the stadium. Techniques for managing pedestrian flows to reduce <br />congestion and minimize damage to EABP natural areas that result from that congestion <br />need to be addressed in the TDM. <br />a. Parking Counts The plan should provide for counts of on -site parking spaces <br />following construction to verify that the minimum required number of parking spaces <br />are, in fact, available. In addition, the plan should provide for parking counts <br />
