Pedestrian volumes and route choices within West Alton Baker Park (WABP) and East <br />Alton Baker Park (EABP) are also a concern. Currently, large numbers of people pass <br />through WABP on their way to the stadium. Pedestrian routes between the Ferry Street <br />Bridge and the stadium are indirect and not clearly marked. Most of the sidewalk <br />improvements identified in the West Alton Baker Park Plan have not yet been <br />constructed, leaving pedestrians with little choice but to use Day Island Road and <br />unimproved paths and running trails to make their way to the stadium. Uncontrolled <br />pedestrian traffic in WABP results in damage to vegetation and litter throughout the <br />park on major event days. Pedestrian traffic currently mixes with bicycle traffic on all <br />approaches to the stadium through WABP, introducing safety concerns for both <br />pedestrians and bicyclists. <br />Large numbers of pedestrians also walk to the stadium from the south, using the Autzen <br />footbridge to cross the Willamette River. The volume of pedestrians causes traffic to <br />overflow the walkway north of the bridge resulting in damage to plants in areas along <br />both sides of the sidewalk, soil erosion and soil compaction in sloped areas adjacent to <br />the trail, and deposits of litter along that route. Bicyclists and pedestrians also mix <br />along this route. Bicyclists will occasionally bypass congested areas by leaving the <br />paths and riding through areas adjacent to the sidewalk causing damage to plants and <br />soil compaction. <br />In the area immediately surrounding the stadium everyone is a pedestrian. These areas <br />are very congested and pedestrian movements can be random and unpredictable. The <br />sheer number of people who exit the stadium following an event can be problematic. <br />Stadium signing that directs spectators to vehicle parking, transit boarding, and bike <br />parking areas could help reduce congestion. Additional signing and pedestrian traffic <br />control measures can direct pedestrians to the desired pedestrian routes. <br />a. Pedestrian Access The plan should identify primary pedestrian circulation <br />routes through Alton Baker Park and along Centennial Boulevard. <br />b. Pedestrian Safety The plan should identify measures to insure the safety of <br />pedestrians who walk to and from Autzen stadium events, as well as those who <br />walk to and from transit boarding areas, bicycle parking areas, and vehicle <br />parking areas on and adjacent to the site. Particular attention should be given <br />to: <br />(1) Pedestrian crossings of Centennial Boulevard between Leo Harris <br />Parkway and the leased parking area at the Juvenile Justice Center, at the <br />intersection of Club Road and Centennial Boulevard, and at the <br />intersection of Coburg Road and Centennial Boulevard. <br />(2) Separation of pedestrian traffic and bicycle traffic on routes leading <br />to and from Autzen Stadium within East Alton Baker Park, West Alton <br />Baker Park, and along Centennial Boulevard. <br />
