The TDM Plan should include provisions for monitoring parking in off -site <br />areas, including the Chevy Chase area, Chase Gardens area, Coburg Road <br />commercial areas, Oakway Road, Sorrel Way, Oakmont Way, Skinners Butte <br />Park, Alton Baker Park, Franklin/Agate area, and Garden Way. <br />b. The plan should provide for a mechanism and process to respond to complaints <br />from businesses and neighborhoods where major stadium event parking occurs. <br />3. Mode Hierarchy <br />Issues: The TDM plan implies that certain transportation modes will be emphasized <br />more than others. Discussion of the hierarchy of modes implicit in the plan will <br />provide necessary context. <br />City Recommendations: <br />a. The TDM Plan should state the hierarchy of modes on which the program is based. <br />4. Transit Service <br />Issues: Provision of enhanced transit service is a key element of an effective TDM <br />program for Autzen Stadium. The TDM plan proposes to increase bus ridership from <br />the current level of 6,100 to between 11,000 and 13,000 round -trip passengers per <br />game. Achieving an increase of this magnitude is dependant on a number of factors <br />including design of boarding and deboarding areas, efficient utilization of outlying park <br />and ride areas, ride pricing, marketing, efficient utilization of buses, bus lane <br />improvements, and effective traffic control. <br />Transit ridership to stadium events has increased steadily over the past several years. <br />Since 1997, the number of riders has increased from about 4,500 to nearly 6,100, a <br />17 % annual growth rate. Currently, some sports shuttle park and ride lots attract more <br />transit users than they are designed to handle, resulting in spill -over parking in areas <br />surrounding the park and ride. LTD indicates a need to re- examine park and ride <br />locations and lot sizes to insure that buses are fully and efficiently utilized and to reduce <br />bus round -trip times and waiting times for bus users after the event. LTD is also <br />exploring how the downtown transit center and downtown parking lots and structures <br />could be used to better advantage to reduce travel times between the stadium and the <br />park and ride. <br />The TDM plan indicates a need for improved marketing of transit services to stadium <br />events. Marketing could include providing transportation information to ticket offices <br />of visiting teams, expanding marketing outreach to season ticket holders, and improving <br />coordination with restaurants to provide game day shuttles to the stadiums. Generally, <br />the marketing program needs to put comprehensive information on park and ride <br />
