In mid- March, City staff initiated a series of meetings with University and LTD staff to <br />identify issues related to the proposal, and to begin discussing how to resolve those issues. On <br />April 4, City staff forwarded comments on the University's proposed TDM program to the <br />University and its consultants. The following section outlines issues related to the various <br />components of the TDM plan and identifies the city's recommendations for improvements to <br />the plan. <br />1. Annual Review of TDM Plan <br />Issues The University has proposed an annual review of the TDM Plan to be based <br />on an end -of -year analysis by an independent traffic consultant to be retained by the <br />University. The City concurs with this proposal. Results of the review will allow <br />adjustments to be made to the TDM Plan, as necessary, and will allow changed <br />conditions and inadequacies in the current year program to be addressed. <br />a. The end -of -year review should include representatives from the City, the <br />University, and Lane Transit District, and should result in an annual report to <br />the City Manager on the effectiveness of the TDM program. <br />2. Monitoring Off -Site Parking <br />Issues: Off -site parking for stadium events occurs throughout the general area. <br />Stadium users are known to park on streets and in parking lots as far as 1.5 miles from <br />the stadium. Some of the on- street parking occurs on streets where on -street parking is <br />allowed; some is accommodated in parking areas for commercial or institutional uses in <br />which the owner charges a parking fee for event parking. <br />At the same time, some off -street parking is occurring illegally or in ways that are <br />dangerous or disruptive to residential, recreational and business uses. For example, <br />some cars park along Garden Way in the grass area between the street and the bike <br />path, an area that was not designed for on -street parking. Stadium patrons also park in <br />the Alton Baker Park and Skinners Butte parking lots; the extent to which this parking <br />displaces park users is unknown. Some uses in areas closer to the stadium, like Chase <br />Gardens and Centennial Loop, have experienced illegal parking in tenant's spaces <br />within private parking lots. Some businesses along Coburg Road have begun to hire <br />security guards to control parking in their parking lots on event days. <br />Information on the locations and extent of event - related off -site parking is either very <br />dated or anecdotal. The last reported off -site parking survey conducted by the <br />University was for the 1988 Washington State game. Conditions and factors affecting <br />off -site parking have changed substantially in recent years. <br />
