locations, fares, schedules, and transit services in the hands of spectators before they <br />make decisions about how they will get to the event. <br />The TDM plan proposes to increase the transit mode split from 13 % to 21 %. To <br />achieve this increase, additional buses will be needed to maintain existing service times. <br />Bus operations will need to be streamlined to maximize the use of each bus. <br />Operational efficiencies can be realized by eliminating pedestrian and vehicle conflicts <br />with buses, designing conflict -free boarding areas, provision of transit -only lanes on <br />major streets, redistribution of park and ride lots, and insuring operationally- efficient <br />bus turning movements. <br />The proposed site design relocates the transit boarding and deboarding area to the south <br />side of stadium. Relocation will remove buses from Centennial Boulevard; currently <br />those buses stack in the traffic lanes and block traffic while waiting to pick up <br />passengers. The relocation would move the bus boarding areas closer to Moshofsky <br />Center which could be used as a passenger shelter during rainy weather. Relocation of <br />the bus staging, boarding and deboarding areas to the south side of the stadium also <br />introduces numerous planning and design issues that must be resolved. City, <br />University, and Lane Transit District staff continue to work on the design of the transit <br />station to insure that buses can operate efficiently, that transit users and other <br />pedestrians can move safely around the site, that conflicts with emergency vehicle <br />operation are eliminated, and that impacts to adjacent park lands are minimized. <br />a. Redistribution Q f park and ride areas The plan should: <br />(1) identify locations of park and ride facilities that operate over - capacity on <br />major stadium event days, resulting in spill -over parking in adjacent <br />neighborhoods; and <br />(2) identify actions that will be taken, including redistribution or expansion of <br />existing park and ride areas, to mitigate for spill -over parking and to improve <br />the park -and -ride component of the proposal. <br />b. Downtown Station as a Main Park and Ride Facility The plan should identify <br />specific downtown area parking lots and parking structures proposed for Autzen <br />patron use on major stadium event days, identify the effects of this proposal on <br />mode -split assumptions, and describe the operational effects of the proposal to <br />utilize the Downtown Station as a major park and ride facility. <br />C. Marketing The plan should describe efforts that will be made to promote the <br />use of transit by major stadium event patrons, and to provide information on <br />park and ride locations, transit schedules, fares, and transit service to events. <br />d. Transit Fares The plan should consider restructuring fares for bus shuttle <br />service to Autzen Stadium to encourage the use of the park- and -ride system. <br />e. E„ ciencv of Buses The plan should identify the number of additional bus trips <br />that Lane Transit District will need to provide to meet the program's mode split <br />target and maintain existing service times. <br />
