The proposed amendment to section 9.586 of the Eugene Code would establish a base <br />automobile parking requirement of 4,749 for the Autzen complex (including the stadium <br />Moshofsky Center, and Casanova Center) and would allow the parking to be provided "on -site <br />or within 1000' of the development site that the property is required to serve." The proposed <br />amendment also stipulates that all required parking "be under the same ownership as the <br />development site served, except through a city approved agreement that binds the parking area <br />to the development site." The amendment would allow parking areas in the Juvenile Justice <br />Center that are leased from Lane County to be counted as part of the on -site parking supply for <br />the stadium. <br />k; <br />3 �9 <br />Bicycle Parking The Eugene Code requires bicycle parking to be provided for virtually all <br />land uses and stipulates that bicycle parking requirements will apply to "new development, <br />changes of use, and building expansions" (EC 9.585 General Bicycle Parking Requirements). <br />Bicycle parking requirements apply to the total stadium area, not just the expansion area. The <br />code requirement of 1 bicycle parking space per 16 seats would result in a total bicycle parking <br />requirement of 3,368 spaces when applied to the expansion proposal. Twenty percent of those <br />spaces (674 spaces) would be required for long -term parking; 80% (2,694 spaces) would be <br />required for short-term parking. <br />Currently, bicycle parking is accommodated in <br />Stadium, the Moshofsky Center, and the Casanova Center; and through the provision of valet <br />bicycle parking (the "Duck Pen ") in the area south of Leo Harris Parkway. In 1999, as many <br />as 280 bicycles were parking in the Duck Pen during a day game; night game utilization was <br />significantly less. During events, bicycles are also seen locked to fences, poles and other <br />objects not intended for bicycle parking. The University estimates that, on average, <br />approximately 210 bicycles are parked in areas other than the Duck Pen during stadium events. <br />The University currently charges $3.00 per bike to park in the Duck Pen; no fee is charged <br />for parking outside of the Duck Pen. <br />In the 1997 TDM Plan, the University committed to increasing the number of secured <br />bicycle parking spaces to 300 and to lowering the bicycle parking cost to be <br />competitive with the per person vehicle parking cost. The University also committed to <br />providing 25 additional bike parking spaces in conjunction with construction of the Casanova <br />Center. That TDM Plan also included, as a "second tier" measure, to "provide additional <br />secured bicycle parking with the goal of working toward the Code requirement of over 1250" <br />if further measure were required to reduce the demand for on -site parking. <br />
