in order to improve the performance of transportation facilities and reduce the demand for <br />additional parking capacity at the stadium. City, University, and Lane Transit District staff are <br />collaborating on development of TDM program that will improve transit service, increase <br />bicycle use, and facilitate safe pedestrian access to the stadium. Approval of the code <br />amendment is contingent on City approval of an effective TDM plan for the stadium. <br />A public hearing on the proposed code amendment is scheduled before the City Council on <br />June 26, 2000. <br />Automobile Parking In 1997, the University requested, and the City granted a reduction in <br />the amount of parking required for Autzen Stadium. The required number of parking spaces <br />was set at 4,749. Currently, Autzen Stadium has a seating capacity of 41,788 seats and an <br />on -site parking supply of 4,484 spaces. Although the code requires parking for the use to be <br />located "on the development site" for all uses in the PL zoning district, that requirement was <br />interpreted by the City Manager to be met in the 1997 TDM agreement by counting spaces on <br />adjacent City-owned land and leased from the City through several intergovernmental <br />agreements (IGA's). One IGA provides for the lease of par ' st <br />Alton Baker Park area (totaling 432 spaces), a second <br />University to use the WISTEC parking lot (totaling 23 ma'or events. ort, the <br />University is currently in compliance with the negotiated p ounting the <br />total number of available spaces on the site and adjacent to the site. Currently, that total <br />numbers 5,155; thus, the University has 406 spaces more than are required by code. In <br />addition, the University has executed a lease agreement with Lane County for the use of 437 <br />parking spaces in the Juvenile Justice Center complex north of Centennial Boulevard. <br />The plans for stadium expansion include shifting the transit boarding and staging area from the <br />north side to the south side of the stadium. Transit boarding would take place within the <br />WISTEC parking lot; use of the WISTEC lot for transit boarding next season and in future <br />years would remove 239 spaces from the available on -site parking supply. Utilization of the <br />WISTEC lot for transit boarding will reduce the supply of on -site parking spaces to 4,916, but <br />the supply will still exceed the existing on -site parking requirement (4,749) by 167 spaces. <br />Lease agreements on parking lots 8 and 9, south of Leo Harris Parkway, will expire in 2007, <br />removing an additional 432 spaces from the available on -site parking supply. With the <br />expiration of those leases, the University will fall short of meeting the current parking <br />requirement by 265 spaces. Acknowledging the future loss of lot 8, lot 9, and the WISTEC lot <br />for automobile parking, the University's stadium expansion proposal includes an on -site <br />parking supply of 4,556 spaces. Those parking area calculations do not include the WISTEC <br />lot or lots 8 and 9. They do, however, include the addition of 184 parking spaces in the area <br />between the existing parking area and the western edge of Patterson Slough to the east of the <br />stadium. Construction of additional parking in this area would require the removal of 98 <br />trees. f§he City has indicated to the University that removal of the trees to provide additional <br />parking is not acceptable 2 <br />
