3. Recommended mitigation measures shall be implemented prior to the next event <br />if possible. Some recommended mitigation measures may be long -term in nature <br />and require additional planning, design and construction. In such cases, <br />temporary measures shall be taken in the interim if applicable. Long term <br />solutions shall be in place prior to the next football season or as circumstances <br />necessitate. <br />4. Impacts requiring immediate action due to health and safety issues shall be <br />reported to City staff ASAP. Actions necessary to remedy the situation will be <br />taken by the City or University and recorded on the monitoring report for that <br />event. <br />E. Annual Review <br />1. Summary Report: Parks Planning staff will compile a report at the end of football <br />season and prior to January I s '. The report will be comprised of. <br />• An Executive Summary of the years monitoring activities; <br />• A compilation of monitoring reports from the year; and <br />• Recommendations for future modifications. <br />2. East Alton Baker Park Citizen Planning Committee Parks Planning staff will <br />schedule an annual meeting, prior to the Annual Policy Committee meeting with <br />members of the East Alton Baker Park Citizen Planning Committee and the <br />University to review and discuss the results of the Park Monitoring Plan, and <br />whether the conditions of the IGA relating to East Alton Baker Park have been <br />achieved. <br />3. Annual Policv Committee Evaluation The policy committee will meet annually <br />to conduct a major evaluation of the TDM Plan and its effectiveness, and to <br />determine whether the TDM Plan is achieving the desired goals, to determine if <br />there are other issues or impacts not addressed by the TDM Plan and IGA, and to <br />determine what alternative or additional measures should be taken. The policy <br />committee's evaluation will be based on, among other things, the advisory reports <br />and evaluations, but the review shall not be limited to that analysis. Following the <br />meeting, a report of the results of the end -of -year review, including staff <br />recommendations for revisions or adjustments to the TDM Plan, will be submitted <br />by the Monitoring Committee to the City Manager and the University Vice <br />President for Administration. After discussions with the Vice President for <br />Administration, the City Manager will decide which recommendations will be <br />implemented the following year. <br />The Summary Report described in item 1 will be provided to the Policy <br />Committee for review at the annual evaluation. <br />Autzen/Alton Baker Park Monitoring Plan 3 <br />8/23/01 <br />
