5.4 Illegally Parked Cars. City will assign a Parking Control Officer ( "PCO ") to the Autzen <br />Stadium area to ticket and arrange for towing of cars that are illegally parked on major <br />stadium event days. University will reimburse City for the cost of assigning the PCO to <br />this duty (net of revenues received) until the Monitoring Committee determines that this <br />is no longer necessary as a part of its evaluation process described above in Section 4.2. <br />5.5 Pedestrian/Vehicular Conflicts -- New Sidewalk in Alton Baker Park If City determines, <br />based upon the results of the monitoring and evaluations described above in Sections 3 and <br />4, that the completed Centennial Boulevard sidewalk improvement project pursuant to <br />Section 2.3 above and the other efforts contemplated by the TDM Plan and this IGA do not <br />alleviate safety concerns and park impacts, University and City will discuss solutions to <br />this problem. Such solutions may include University paying City all costs associated with <br />installation of a sidewalk in Alton Baker Park in a City- approved location, if so required <br />by City. City may require that other measures be taken by University as well, such as the <br />installation of barriers or an even wider sidewalk on Centennial Boulevard. <br />5.6 Availability of Parking for Park Users As identified in the 1997 IGA governing shared <br />parking in and around Autzen Stadium, University will hold six spaces in Lot 9 for event - <br />day use by patrons of East Alton Baker Park. University will provide adequate instructions <br />for its parking control personnel to allow park users access to these spaces. <br />5.7 Litter University has a major responsibility for the clean-up of litter in Alton Baker Park <br />after major stadium event days. If City determines, based on the results of the monitoring <br />described above in 2, that additional measures are needed to reduce the occurrence of <br />unwanted impacts (such as overflowing trash cans), then University will increase the <br />number of trash cans, arrange for more frequent trash pickup, and/or take such other <br />measures as City determines may be necessary or appropriate. The term of the existing Pre <br />& Post - Football Game Park Clean-Up Agreement IGA will be extended to December 31, <br />2002, and the areas of post -game impact covered by the IGA will be expanded to include <br />the WISTEC parking lot. Litter and recycling efforts related to Alton Baker Park will be <br />discussed as part of the on -going monitoring and year -end evaluation. <br />5.8 Other Park Impacts University will install temporary barricades on event days at specific <br />City- designated locations along the Autzen footpath to prevent off - pathway shortcuts, will <br />assign crowd - control specialists to patrol the pathway, verbally instruct patrons to stay on <br />the pathway, and will work with City parks staff to design, construct and install signage <br />informing patrons of sensitive areas in East Alton Baker Park. <br />5.9 Berm Near Lots 8 and 9. University has already funded the construction of a berm and the <br />planting of vegetation on the berm. Neither City nor University is satisfied with the <br />outcome of this project and University offers to assist in completing the effort. University <br />will, prior to the issuance of an occupancy permit for an expanded Autzen Stadium, pay <br />to City the sum of $3,500 to complete the berm landscaping (replace dead and dying trees, <br />INTERGOVERNMENTAL AGREEMENT - 6 <br />
