include a parking utilization survey (both motorized vehicles and bicycles); <br />transportation mode utilization survey; pedestrian counts; post -game bus operation <br />survey; post -game parks assessment survey; park -and ride lot utilization survey; <br />report on transit ridership; report on parking supply and utilization by subarea; <br />report on parking surpluses and deficiencies, by subarea; and a report on parking <br />fees associated with parking in each subarea. <br />4.2. Annual Monitoring Committee Evaluation The Monitoring Committee will meet not later <br />than February I' to conduct a major evaluation of the TDM Plan and its effectiveness, and <br />to determine whether the TDM Plan is achieving the desired goals, to determine if there <br />are other issues or impacts not addressed by the TDM Plan and this IGA, and to determine <br />what alternative or additional measures should be taken. The Monitoring Committee's <br />evaluation will be based on, among other things, the results of the monitoring and the <br />advisory reports and evaluations referred to above in Sections 3 and 4.1. Not later than <br />March 1 S`, a report of the results of the end -of -year review, including staff <br />recommendations for revisions or adjustments to the TDM Plan, will be submitted by the <br />Monitoring Committee to the City Manager and the University Vice President for <br />Administration. After discussions with the Vice President for Administration, the City <br />Manager will decide which recommendations will be implemented the following year. <br />5. Initial Impact Mitigation Measures <br />In addition to completing the major elements of the TDM Plan, University agrees that: <br />5.1 Bicycle Mode Split Goal/Subsidized Bicycle Parking A revised goal of at least 2% is set <br />for bicycle travel to and from major stadium events. If this mode split has not been <br />achieved by the end of the 2003 event season, then unless City has agreed to alternative <br />measures University will subsidize bicycle usage beginning with the 2004 event season by <br />eliminating the fee for valet bicycle parking. <br />5.2 Leo Harris PazkwaX On major stadium event days, subject to the provisions in Chapter <br />5 of the Eugene Code relating to street closures, Leo Harris Parkway will not be open to <br />through traffic (except for emergency vehicles) and will not function as a City street, <br />except to allow for access to event parking in the area. City reserves the right to contract <br />with a third party to park vehicles along Leo Harris Parkway on major stadium event days. <br />If University desires, it may lease from City sufficient spaces along Leo Harris Parkway <br />to park buses associated with a major stadium event. The lease rate for this parking will <br />be the market rate for the equivalent number of cars that could have been parked along Leo <br />Harris Parkway, but for the space leased by University from City for the bus parking. <br />5.3 Expansion of Parking Lots University will not expand the City -owned parking lot that is <br />currently used on non -event days by WISTEC. <br />INTERGOVERNMENTAL AGREEMENT - 5 <br />
