3.3 Monitoring Plan City and University staff shall develop a comprehensive City- approved <br />monitoring plan. At a minimum, the plan shall collect information to determine the nature <br />and scope of the parking, transit, bicycle, pedestrian, and other related impacts arising from <br />a major event at Autzen Stadium. The results of the monitoring will be reviewed by the <br />Monitoring Committee the following week. The comprehensive monitoring plan will <br />include the Park Monitoring Plan described below in Section 3.4 and all other monitoring <br />efforts, as appropriate. <br />3.4 Park Monitoring Eugene Parks Planning staff will prepare a Park Monitoring Plan, <br />coordinating that planning effort with the East Alton Baker Park Planning Committee and <br />the University, for approval by the City Manager (or the City Manager's designee). The <br />Park Monitoring Plan will identify measures to identify, quantify, and mitigate park <br />impacts associated with park use by stadium patrons. The plan will include specific <br />monitoring techniques for damage to turf and other vegetation, identification of unofficial <br />park trails, soil erosion, and vandalism, and will include monitoring of the litter impacts <br />as provided below in Section 5.7. The Park Monitoring Plan will be administered by <br />Eugene Parks Planning. City will provide University and the East Alton Baker Park <br />Citizen Planning Committee with an opportunity to review and comment on a City - <br />proposed restoration plan related to the impacts on East Alton Baker Park attributable to <br />major stadium events. City staff will then recommend park restoration measures, which <br />will be implemented at University's cost and expense, to mitigate the impacts revealed by <br />the monitoring effort. <br />4. Annual Review and Evaluation <br />4.1 Annual Advisory Evaluations At a minimum, two types of major evaluations will be <br />completed at the end of each event -year: <br />4.1.1 East Alton Baker Park Citizen Planning Committee. Eugene Parks Planning staff <br />will schedule an annual meeting, prior to January 1 st, with members of the East <br />Alton Baker Park Citizen Planning Committee and the University to review and <br />discuss the results of the Park Monitoring Plan discussed above in Section 3.4, and <br />whether the conditions of the IGA relating to East Alton Baker Park have been <br />achieved. The results of this meeting will be transmitted to the City Manager prior <br />to March 1' of each year. <br />4.1.2 Independent Traffic Consultant Analysis. University will obtain, at University's <br />cost, a comprehensive analysis of the TDM Plan for a sold -out major stadium <br />event. If there are no major stadium events that appear to be sell -outs prior to the <br />beginning of the event season, the evaluation will occur at an event designated by <br />City. The comprehensive analysis will be done by an independent traffic <br />consultant selected by University and approved by City. The report will be <br />completed not later than January I' of the following year. The analysis will <br />INTERGOVERNMENTAL AGREEMENT - 4 <br />
