ORIGINAL <br /> Cuthbert Proposal —10/04 <br /> Objectives and Scope <br /> Meetings will consist of representatives from Parks and Open Space, Facilities, Cultural <br /> Services, and out of the City Architect and landscape planner for 10 one hour sessions. <br /> The report will include a summary of alternative approaches that were considered in each <br /> of twelve key improvement areas including; seating, backstage amenities, ADA access, <br /> stage, support facilities, vendor areas, perimeter gates, restrooms, utilities, integration to <br /> Park land, use and priority setting. Recommendations will be presented in a format that <br /> provides a guideline of actionable steps to help foster practical progress toward realizing <br /> Cuthbert's potential. The report should serve as a decision support tool for the City of <br /> Eugene. <br /> Our process will involve an `internal' and an `external' track that will be facilitated <br /> concurrently. The primary focus of the internal track involves facilitating a process of <br /> City department managers that are integrally responsible for and affected by a Cuthbert <br /> development plan. The key component of the external track involves focus groups of <br /> community members who have attended Cuthbert to provide a market and community <br /> based perspective of the Cuthbert experience to help inform that City's plan of action. <br /> Specifically, we propose to: <br /> • Facilitate key department managers' work to identify implications and costs <br /> associated with various planning scenarios for Cuthbert. This will include <br /> background preparation for participants, process design, agenda planning, <br /> meeting moderation, and a summary report of the group's discussions and <br /> conclusions. <br /> • Conduct focus group research of community members who have attended <br /> Cuthbert to provide a fresh community perspective of the Cuthbert experience. <br /> Two focus group sessions of up to 12 participants each is proposed. The scope of <br /> work will include drafting a discussion guide, recruiting participants, moderating <br /> discussion, and writing a report of focus group findings. <br /> • Write a final report that incorporates both the staff and community inputs noted <br /> above and outlines recommended major steps in the next phase of Cuthbert <br /> development. <br /> Budget and Timeframe <br /> The facilitation budget for this project is $17,800 ( +/ -5 %). Targeted completion time is <br /> April 12 2005. The timeline was established at Cultural Services' request with the intent <br /> that findings be available for consideration prior to Cuthbert's 2005/2006 season. <br />
