BALL FIELD DEVELOPMENT SITE ANALYSIS <br /> The sites described and discussed below are shown on the attached 11 x 17 map of the Bethel - <br /> Santa Clara - Willakenzie Area. <br /> 1. BETHEL COMMUNITY PARK: This site was jointly purchased by the City with School <br /> District 52 for joint school/park development. The preliminary site development plan allows for <br /> a four -field complex with parking and a central rest room and concession building. Outfield <br /> areas could accommodate youth -sized soccer fields. Light poles would be at least 200 feet from <br /> the nearest homes, not yet built. <br /> Soils have been farmed. Subterranean drainage may be needed to maximize playing time in <br /> rainy weather. <br /> The site lies .3 miles south of Barger Drive. It will be accessible by a future street which will be <br /> 1.2 miles west from Barger's intersection with Belt Line Road. <br /> The City was approached by the Bambino Baseball group in the fall of '96 looking for land on <br /> which they could build a four -field complex. After consultation with the City's recreation staff, <br /> it was decided to make this site available to the Bambino group, which has since invited <br /> Kidsports to join in the development venture. <br /> Considering support services for tournaments, a limited number of restaurants will be found at <br /> Barger/ Belt Line, about a 2 - three minute drives. More restaurant and higher quality motels <br /> would be about 12 minutes away. <br /> The major attribute of this site is that it is now under City ownership. Site design will allow for <br /> some sharing of improvements with the adjacent school, primarily parking. <br /> 2. NORTHWEST EXPRESSWAY PARK: This site is outside the Urban Growth Boundary <br /> (UGB), but within the Urban Reserve, meaning that at some future date the UGB could be <br /> extended to include the area for development. No effort has been made to acquire the site, nor <br /> have development plans been started. <br /> Soils are agricultural, and possibly slightly better drained than the Bethel site. <br /> The site is about 1.4 miles north of the Northwest Expressways intersection with Belt Line Road. <br /> No residential streets are driven in this approach to the park. Irvington Drive, a minor arterial <br /> running east to River Road, provides secondary access from the Santa Clara area. <br /> This vision for this park is that it could be a major sports complex, containing baseball, softball, <br /> soccer, rugby, and minor field sports. It could serve the needs of several agencies and <br /> organizations that have been looking for space for such facilities, namely the City, School <br /> District 4 -J, the University of Oregon, and the organizations providing youth sports programs- - <br /> Kidsports, Babe Ruth Baseball (several age levels), Amateur Softball Association, and the <br />
