• <br /> American Youth Soccer Organization (AYSO). <br /> The attributes of this site are its ease of access, and its size, which means it could better <br /> accommodate tournaments with lesser impact on adjacent residences. A drawback to the site is <br /> that, being outside the UGB, a permit for a septic tank sanitary system would be required. <br /> Considering tournaments, event promoters like to be in closer proximity to restaurants and <br /> motels. Santa Clara, about 5 minutes away, offers restaurants. Higher quality motels are <br /> generally 10 minutes away. <br /> 3. EAST SANTA CLARA COMMUNITY PARK: This site is located at the south end of <br /> Admiral Street, outside the UGB, although it appears to be above the flood plain. Because it is <br /> outside the UGB and urban reserve, urbanization of this land is unlikely in the foreseeable future. <br /> Cost of the site should therefore not be based on residential potential. No effort has been made <br /> to acquire the site. <br /> Soils, being close to the river, exhibit good drainage characteristics. Fields could support more <br /> playing time without subterranean drainage systems. <br /> Current access to the site is by two local residential streets. The one from the south involves a <br /> local street for about 3 blocks, then a minor collector street (Hunsaker Lane) .5 miles west to <br /> River Road, or east and south .5 miles leading to Division Avenue with access from Belt Line. <br /> It may improve as other land to the west is developed with more local residential streets. <br /> For tournament considerations, restaurants would be 2 - 3 minutes away using the most direct <br /> access. Motels would be about 10 minutes away. <br /> The main attribute of this site is its cost to acquire -- relatively low due to being outside the UGB. <br /> The swale with its vegetation would build in some distance to any park development and serve as <br /> a natural buffer to any night lighting. The draw back is that traffic associated with the park <br /> would impact local residential streets more than most of the sites compared. Being outside the <br /> UGB would also mean that restrooms and concession operation would need to obtain a permit <br /> for a septic drainage system. <br /> 4. NORTH DELTA COMMUNITY PARK: This site lies east of North Delta and north of <br /> Ayres Road. It was identified as a community park site for the Willakenzie Area in early 1996, <br /> and was recently purchased by owners of the River Ridge Golf Course. They are expected to <br /> expand the golf course, which may preclude any park considerations. Parks Planning staff have <br /> nevertheless given thought to it for park potential. This site has been seen as an appropriate <br /> location for a neighborhood park to serve the area north of Ayres and west of Gilham, and its <br /> accessibility by car makes it a good site for typical community park facilities. No contact has <br /> been made with the new owner about park and recreation opportunities. <br /> Soils at this site exhibit good drainage characteristics. The size is great enough to allow siting a <br /> lighted ballfield several hundred feet away from existing residences. <br />
