Gary McNeel is our division's point person on this one.
One comment: Since this is not a residential development, I guess the Local Street Plan requirement for
connectivity would not strictly apply, so perhaps a cul de sac (or two) serving the area could work. I think
the most important thing regarding the street layout aspect of this project is to look at the big picture,
decide what the best layout would be to serve the ballfield complex AND, hopefully, also serve the larger
area if that is possible, e.g. by some type of thru street. If it turns out that there has to be a lot of
on- street parking and the street is really only meant to serve as pure access to the balifields, then maybe a
non -thru arrangement would be better.
From: LYLE Les A
To: ANDERSEN Chris F
Cc: HAMMITT Bob; MEDLIN Johnny R; JONES Eric R; FERGUSON Joe M; LANKSTON Jeff; REINHARD
Dave N
Subject: RE:
Date: Tuesday, December 23, 1997 8:30AM
Priority: High
Sorry I didn't see this note before we met. As I mentioned something had gone wrong with my PC on
Friday and several messages did not appear. I tried to stop by late yesterday but you were on the phone.
So, here's what's happening. I will send you a summary note that Eric put together regarding the current
status. Basically Eric has gotten involved due to Jim's and Steve's desire to have some sort of public
unveiling in mid- January. To date John Etter has been doing some site work regarding street layout which
we have yet to see. I have asked for a meeting with Maint., Engineering, Trans. staff to make sure that
what John is proposing is consistent with the other goals and policies besides parks planning. What I
understand is John is proposing a two cul -de -sac approach with parking in between.
Jeff, Joe and I have been talking about timing. If we can reach some satisfaction in early January that the
street layout is acceptable, then there is a slim chance we can get a design done and combine the project
with Barger and School street LID. That is what Steve C. would like to see due to economy of scale. May
also benefit us in getting approval of the overall LID. However, I don't want the timing to jeopardize the
primary objective of getting school street and Barger completed prior to school starting which means
bidding in late January, early Feb. Jeff is looking at the schedule, backing in all the milestones and will let
me know what our drop dead date is on the park site. I think we have some other options to combine it
with other projects in the area. We also need to make sure we don't end up compromising the
construction by having too many contractors in the same area trying to get their pieces completed at the
same time eg school street, park roads, ball field construction.
So, that's were we are at this moment. We will try to make as much happen as we can but timing is really
tight at this late date. We had asked Jim to pull this all together by early Nov. but obviously has not
happened. Thoughts ?? Thanks Les L
From: ANDERSEN Chris F
To: LYLE Les A
Date: Friday, December 19, 1997 1:21 PM
Les, When we get together on Mon one of the items we need to discuss is roads for the Babe Ruth
complex and where we are with the County. I am concerned about timing, expectations, staff constraints
and probably a few other things. Chris
Page 1
