I hope that final decisions about <br /> the street and parking layout can wait until our meeting on Jan. 7 - -in the meantime I have the following <br /> questions /concerns: <br /> 1 -- although it appears the Local Street Plan connectivity stds. do not have to be applied here because this <br /> is not a residential development, this location represents the first opportunity south of Barger to provide <br /> any kind of east -west connectivity in the local neighborhood. If we choose not to do that, we need to <br /> provide good justification, in my opinion, because developers are being asked to implement the LSP <br /> standards and they will ask why the City can do the opposite. <br /> 2 - -the actual demand for traffic to connect thru between the two cul -de -sacs might not be great, <br /> considering that Avalon street will be developed as a major collector street several hundred feet south of <br /> this park. However, we should consider the potential for some number of "thru" trips to use the parking <br /> area as though it were a street. These trips would be better served by an actual street. <br /> 3 - -If usage and constraints of the facility dictate that we do not have a thru street in this location, it seems <br /> to me the center portion (parking area) must be funded with something other than County road funds. <br /> am assuming that road funds can only be used on a dedicated RW, and if the parking area is dedicated as <br /> RW then we will have created a "street" (legally speaking) which is actually a parking aisle with head -in <br /> parking, which creates a precedent that I would not want to happen. <br /> I am not trying to insist that we have a thru street here, but that we and all other parties need to have the <br /> ducks all lined up and pointing in the same direction.
