2. Water service costs: The City will cover the installation costs, including the Systems <br /> Development Charge, of any water meters which serve the ballfield complex. Babe Ruth <br /> will receive the monthly billing and be responsible for bill payment. <br /> Until a well and water rights are obtained, the City has provided for a two -inch meter to <br /> meet the irrigation and domestic water needs of the ballfield. There is no agreement for <br /> the City to pay for metered water used in construction and maintenance, and the lease <br /> agreement was not conditioned on well water as a source. However, informal discussions <br /> anticipating the well's approval have lead Babe Ruth to expect reduced water costs. <br /> Since the City will also be using the water from the water meter for irrigation <br /> construction, the City proposes to pay the monthly water meter charges for the year 2000 <br /> summer season ending October 31, 2000. Babe Ruth would then be responsible for <br /> subsequent water bills, regardless of the outcome of the well permit. <br /> If the wells are permitted and successful, a one -inch meter is expected to be the <br /> permanent size. This would be sufficient to supply the needs of the central building , <br /> drinking fountains, and quick coupling valves (up to three simultaneously). <br /> 3. Welts: The preliminary response by the Water Resources Department to our well permit <br /> application is that the permit will be denied due to the well's impact on surface water <br /> flows. The City is pursuing an appeal that entails having the Water Resources <br /> Department inspect the site this summer to determine the extent of surface water flows. <br /> This will delay well installation until at least the fall of 2000. Should for any reason a <br /> well fail to be permitted, or if it is inadequate for the needs of the ballfield, the City will <br /> pay the Systems Development Charge for the two inch meter, thereby insuring a <br /> sufficient municipal water for the ballfield complex. A second meter for park irrigation <br /> needs will also be installed. Each party will be responsible for their respective water <br /> service charges. <br /> 4. Irrigation Control: Superceding previous discussions, our staff have requested that <br /> irrigation control for the Babe Ruth fields be physically separated from the remainder of <br /> the park. The Babe Ruth organization will be responsible for programming their <br /> controller, or they have the option to have it tied into the City's Maxicom central <br /> controller. Babe Ruth will need to acquire the correct irrigation controller to match the <br /> City system if Maxicom service is desired. The City's irrigation controller will be <br /> located in the City's end of the maintenance building proposed for the east edge of the <br /> complex. The controller for the Babe Ruth complex may be in any convenient location <br /> under their control. The City and Babe Ruth will each pay the costs of irrigation control <br /> equipment serving their facilities. <br /> 5.
