IV. SUGGESTED MOTION <br />1. Direct staff to negotiate an agreement with Lane County to transfer <br />ownership of County owned lands and surplus right -of -way abutting the Delta <br />Ponds to the City. <br />2. Direct the City Manager to execute this agreement if no capital funds are <br />required for the acquisition or, if capital funding is required, to bring <br />the issue back to the City Council for direction. <br />3. Direct staff that after completion of the land acquisition from the County <br />to undertake a park planning process similar to that which was recently <br />completed for the Amazon Park. <br />V. DISCUSSION <br />A. Policy Issue <br />1. Should the City work with the County to consolidate the lands abutting <br />Delta Ponds and Debrick Slough to provide uniform management of the area <br />for parks purposes? <br />2. Due to limited city funding, the level of Delta Pond Park maintenance <br />currently is restricted to minimal trail maintenance and debris removal. <br />Without additional revenue, lands acquired from the County would also <br />receive this minimal level of maintenance. <br />3. Should a citizen's committee be formed to conduct a park planning process <br />similar to that conducted for East Alton Baker Park. <br />sm <br />ACQUISITION: <br />Joint meetings between County and City staff were conducted to identify the lands <br />involved and to discuss how a nature park could best be managed. An issue that <br />impacts the northern reaches of the Debrick Slough is that the Oregon Department <br />of Transportation is evaluating design alternatives for the proposed <br />reconstruction of the Beltline /Delta Highway interchange. Some of these <br />alternatives may require a slight change in alignment of Delta Highway south to <br />the Goodpasture Island Road interchange. County staff has recommended <br />
