discussions on conveying right -of -way be limited to the right -of -way south of <br />Goodpasture Island Road until such time as a final design is adopted, <br />In his September 6, 1995 memo to the City Manager, the County Administrator <br />stated: <br />1. Tw"unty owned parcels and several acres of Delta Highway - right -of -way <br />abut the Delta ponds. <br />2. The County Parks Division did not have the resources to participate in <br />either the planning or co- management for such a Delta Ponds park. <br />3. County staff has recommended to the Board the conveyance to the city of the <br />two parcels in county ownership. <br />4. County staff has recommended Delta Highway right -of -way be evaluated and <br />any surplus be considered for conveyance to the City. <br />5. That if the City is interested in pursuing acquisition, County staff would <br />be willing to work cooperatively with City staff to move forward on the <br />conveyance of the property. <br />PARK PLANNING: <br />The Delta Ponds presents an unique natural feature within the City Limits needing <br />to be protected through the adoption of a plan to direct public access, determine <br />the level of trail or amenity development, and establishment of maintenance <br />guidelines. <br />Differing from the high controversy which surrounded East Alton Baker Park and <br />the proposal for a golf course, there are no competing proposals for use of the <br />Delta Ponds and the level of controversy is considered low. <br />Two different planning processes are available for use. <br />1. A Citizen's Planning Committee (CPC) process similar to that used for East <br />Alton Baker Park could be used. This process was staffed by the Planning <br />Division and included review by the Planning Commission and adoption by the <br />City Council. The cost for the East Alton Baker Park Plan was <br />approximately $ 60,000 ( ? ? ?) and took 30 ( ? ? ? ?) months to complete. This <br />process is recommended for highly controversial topics. <br />2. Park Development Plan process similar to that used for the Amazon Park. <br />This process was staffed by Parks Planning and included a series of public <br />
