AGENDA ITEM SUMMARY Item No: <br />Meeting Date: October 18, 1995 <br />E U G E N E C I T Y C O U N C I L Department: Public Works <br />ITEM TITLE: CITY ACQUISITION OF COUNTY OWNED LANDS ABUTTING DELTA PONDS - <br />I. ACTION REQUESTED <br />Authorize staff to negotiate and execute an agreement with Lane County to <br />transfer ownership of County owned lands and surplus right -of -way abutting the <br />Delta Ponds to the City. <br />II. COUNCIL ACTION HISTORY <br />During their July 19, 1995 special meeting, Council requested staff to prepare a <br />report on the time line and resources required to acquire the County owned lands <br />which abut Delta Ponds. <br />III. BRIEFING STATEMENT <br />Late this spring a petition was sent to the City Council and the Lane County <br />Board of Commissioners asking both agencies to: <br />1. Designate the Delta Ponds /Debrick Slough as a nature park <br />2. Work cooperatively to manage the lands abutting the ponds under each <br />agency's jurisdiction for this purpose <br />3. Establish a park planning process similar to that conducted for the East <br />Alton Baker Park. <br />This petition contained 33 signatures from citizens representing various groups <br />including Friends of Eugene - Springfield Habitats (FRESH), Friends of Delta Ponds, <br />Native Plant Society of Oregon, and U of 0 Landscape Architecture. <br />The Lane County staff has recommended to the Board of Commissioners that the <br />County not be involved in the park management of lands abutting Delta Ponds and <br />Debrick Slough. Instead they have recommended these lands and any surplus Delta _ <br />Highway right -of -way be evaluated for acquisition by the City. <br />
