M E M O R A N D U M <br /> October 28, 1994 <br /> TO: Johnny Medlin <br /> FROM: John Etter <br /> SUBJECT: Lease /Option to Buy portion of Bond Lane Park <br /> We had an offer to purchase a piece of Bond Lane Park a few <br /> months ago. In studying the offer, we determined that the park <br /> acreage at Bond Lane (7.6) is larger than needed for a <br /> neighborhood park. We also determined that the area of interest, <br /> bordered on the south and west by residential development, and on <br /> the northeast by a large drainage swale, is topographical <br /> isolated from the park in terms of meaningful development <br /> potential The recommendation of Parks Planning is to declare <br /> this piece surplus and use the proceeds to help acquire other <br /> Willakenzie Area Parks. <br /> The proposed action is supported by the Eugene Parks and <br /> Recreation Plan. Policy C.7 (p.14) states: "Continue to evaluate <br /> properties originally purchased as parklands that may no longer <br /> be needed, and determine their sale or exchange value for <br /> parklands needed in other areas." The subject area came with the <br /> parcel purchased, and was not sought to achieve any specific park <br /> objective. <br /> The Willakenzie Plan is tax lot specific, and does not <br /> (currently) permit the action we propose. Until there is an <br /> opportunity to modify the Plan (we'd do it when other Plan <br /> amendments are being considered), we would like to lease the area <br /> according to the draft lease attached. In leasing with an option <br /> to buy, we would save going though the legally required <br /> notifications again. <br /> The lease rate was calculated based on an appropriate rental rate <br /> for the land, then subtracting the estimated savings by not <br /> having to maintain the area, primarily mowing operations. <br /> Purchasing and Risk have had input on this. Purchasing is <br /> willing to advertise and receive proposals. Despite only 5 <br /> adjacent tax lots, this would be processed via normal surplus <br /> land disposition procedures. <br /> Prior to advertising, this should be reviewed first by upper <br /> management, and then Councilor Jim Torrey, with an invitation at <br /> each stage to further advise before proceeding. <br />
