For the 11/23/94 Council Newsletter <br /> PROPOSED LEASE OF SURPLUS LAND AT BOND LANE PARK <br /> Responding to citizen inquiries, Parks Planning staff have <br /> performed.a surplus property evaluation on a 0.75 acre portion of <br /> the 7.6 acre Bond Lane Park. The subject area is cornered with <br /> residential development on the south and west sides, and a <br /> drainage swale remnant running roughly southeast to northwest <br /> that topographically isolates this area from the remainder of the <br /> park land. It abuts five residential properties, and has no <br /> street frontage. The evaluation performed determined this small <br /> area of the park is not well suited or needed for the planned <br /> future development of the neighborhood park. <br /> Bond Lane Park was purchased in 1974 when School District 4 -J <br /> planned a future school on an adjacent 10.6 acre parcel. The <br /> vision was for the City and 4 -J to jointly develop the sites to <br /> include shared athletic fields as has been done in other areas. <br /> However, when 4 -J sold their parcel to Greer Gardens, the City <br /> was left with an awkwardly configured and oversized parcel for a <br /> neighborhood park. <br /> Due to an expressed interest by two adjacent property owners in <br /> acquiring the land to increase their backyard space, staff <br /> proposes to advertise a request for proposals from interested <br /> parties to lease the .75 acre portion of Bond Lane Park. <br /> The Willakenzie Area Plan is taxlot specific, and as such, does <br /> not permit the sale of park land deemed surplus as allowed under <br /> Policy C.7 (p.14) of the Eugene Parks and Recreation Plan. In <br /> the event of a Willakenzie Plan amendment prompted by other <br /> needs, a plan change affecting the ability to sell the .75 acres <br /> would be pursued. <br /> For further information, contact John Etter or Johnny Medlin at <br /> 687 -5220. <br />
