Walnut Grove Park will be <br /> developed as a non - traditional neighborhood park, meeting both the recreational park needs, and <br /> habitat needs of the Western Pond Turtle according to the turtle habitat plan in the area <br /> surrounding Diana's Pond. Funding for this development is included in the 1998 Parks and <br /> Open Space Bond Measure. In addition, negotiations are currently underway to purchase a small <br /> neighborhood park (R3) between Howard and River Road Elementary Schools, between <br /> Benjamin Street and Evergreen Drive. This acquisition is funded with bond measure dollars. <br /> Two more neighborhood park sites are targeted for acquisition, and are anticipated to occur after <br /> 2003. <br /> There is a development plan for a portion of the West Bank Willamette Greenway system known <br /> as Rasor Park, which is anticipated to be completed within the next two years, but there is no <br /> funding in the current bond measure for development. <br /> Service Delivery Issues <br /> The feasibility of parkland acquisition depends on the availability of vacant or under - developed <br /> land. The level of development in River Road has made acquisition problematic. Also, park <br /> acquisition and development can be impacted by transportation planning issues. For example, <br /> development of Walnut Grove Park will be delayed until additional street access is provided <br /> from the adjacent proposed housing development. <br /> Options for Services Delivery <br /> The City is proceeding with park development regardless of incorporation status. Neighborhood <br /> parks will continue to serve all residents of the area. School grounds also meet recreational park <br /> needs of their neighborhoods. <br /> Santa Clara <br /> Current Service Delivery <br /> Awbrey Park is the only developed neighborhood park in the Santa Clara area. This park was <br /> transferred from Lane County to Eugene through the Urban Transition process. Three <br /> neighborhood parks, Ross Lane, Thompson Meadows, and Arrowhead Park, have been acquired <br /> but are not yet developed. Ross Lane and Arrowhead Parks were acquired using SDC funds and <br /> Thompson Meadows (site SC7) was acquired through the bond measure funding. <br /> Planned Service Delivery Improvements <br /> There are a number of planned improvements to the provision of park facilities in Santa Clara <br />
