Park Acquisition and Development Services <br /> The City of Eugene addresses the park land needs of River Road /Santa Clara in the 1989 Eugene <br /> Parks and Recreation Master Plan, on a neighborhood and site scale. See Appendix _. [LCOG <br /> needs a clean copy of RR & SC sections of the plan to include in the Appendix.] River Road <br /> and particularly Santa Clara are currently under - served by neighborhood parks. The City is <br /> undergoing a process to address the park land needs of the areas by purchasing parklands that <br /> will serve both residents of the City and the unincorporated areas. The City of Eugene is using <br /> funds from the 1998 Park and Open Space bond measure and SDCs to acquire land. SDCs are <br /> applied to all new residential units at $922 per unit. <br /> Since 1989, the City has acquired five neighborhood parks: Bramblewood (5.02 acres), <br /> Arrowhead (2.97 acres), Awbrey (5.17 acres), Ross Lane (3.93 acres), and Thompson Meadows <br /> (4 acres), totaling 21 acres in the River Road /Santa Clara area. These sites were acquired using <br /> SDC funds, except Thompson Meadows, which was funded through the 1998 Park and Open <br /> Space Bond Measure, and Awbrey Park, which was transferred from Lane County through the <br /> Urban Transition process. In addition, the City has acquired approximately 60 acres in <br /> metropolitan scale parkland along the Willamette River (including Rasor Park). Of these already <br /> acquired sites, only Bramblewood and Awbrey Park are currently developed. <br /> The 1998 Parks and Open Space Bond Measure included funding for the acquisition of five <br /> neighborhood park sites in Santa Clara (see map sites SC3, SC4, SC5, SC6, SC7), one <br /> neighborhood park in River Road (site R -3), and one of two potential community park sites of 40 <br /> acres or more in Santa Clara (site SC- cpl,SC -cp2.) The acquisition of site SC7 (Thompson <br /> Meadows, four acres) has already been completed. In addition, the City plans to use SDCs to <br /> purchase three neighborhood park sites: R4, R5, SC8. Leave 1 or 2 pages ?River Road <br /> Current Service Delivery <br /> Three parks, the Willamette Greenway parkland and a sports field currently serve the River <br /> Road area: <br /> Emerald Park, which includes an indoor swimming pool, accommodates recreational programs <br /> sponsored by the RRPRD. (see Recreation section) Emerald Park is not within the incorporated <br /> area. <br /> Walnut Grove Park, which includes Diana's Pond and considerable areas of natural open space, <br /> is currently being purchased by the City. <br /> Bramblewood Park is within the city, and was developed in 1998 using SDCs. <br /> Willamette Greenway, which includes approximately 60 acres along the Willamette River. <br /> Eugene School District 4J and the City of Eugene have completed a joint project to create a <br /> sports field at North Eugene High School. <br />
