park lands in the Willamette River Greenway, there is currently no City recreation programming <br /> in those River Road park lands. <br /> Options for Services Delivery <br /> There are a number of opportunities for changing the provision of recreation services in the River <br /> Road area. The City is re- negotiating the current inter - governmental agreement with the <br /> RRPRD. In addition, there is a levy on the November ballot that would support providing youth <br /> recreation services in the River Road and Santa Clara areas. In the future, as more park land is <br /> acquired in the River Road area, summer programs for youth, families, or seniors could be <br /> provided at those sites. <br /> Santa Clara <br /> Current Service Delivery <br /> There are no separate recreation services provided in the Santa Clara area, other than the <br /> after- school activities that are co- sponsored by the City of Eugene and Eugene School District 4J <br /> at elementary and middle schools. Santa Clara residents who want to participate in recreation <br /> programs must travel into the city for recreation services. Currently, user fees are the same for <br /> city and non -city residents. <br /> Planned Service Delivery Improvements <br /> The City is planning to purchase four additional neighborhood park sites in Santa Clara (see Park <br /> Acquisition and Development Section) through the Park and Open Space Bond Measure and <br /> Parks system development charges (SDCs). A fifth neighborhood park site may be purchased in <br /> the future. In addition, the City plans to purchase one community park site, probably located just <br /> outside the northwest corner of the Santa Clara Study Area boundary, adjacent to the rodeo <br /> grounds. <br /> Service Delivery Issues <br /> There are few, if any, recreation programs for residents in the Santa Clara area close to home. <br /> The Santa Clara area includes a rural /suburban mix. Recreational programs should serve the <br /> needs and interests of both rural and urban/suburban residents. Recreation can serve as a bridge <br /> for communication between the City of Eugene and residents of River Road /Santa Clara. <br /> Options for Service Delivery <br /> As in the River Road area, there is a local option levy, for non - school hour activities on the <br /> November ballot which could include services to youth that live in the River Road /Santa Clara <br /> area. Similar to River Road, as the City acquires more park land in the Santa Clara area, summer <br /> programs for youth, families, and seniors may be provided at those sites. <br />
