Recreation Services <br /> There are significant differences between recreation services delivery in River Road and Santa <br /> Clara. River Road is currently served by the RRPRD, which provides recreation services at its <br /> Emerald Park facility. Santa Clara has no separate recreation district and no recreational services <br /> provided by the City with the exception of the after- school programs provided in conjunction <br /> with the Eugene School District 4J at neighborhood schools, which are also provided in the River <br /> Road schools. Due to this difference in Recreation services, River Road and Santa Clara are <br /> discussed separately below. <br /> River Road <br /> Current Service Delivery Issues <br /> The RRPRD provides community park activities at its Emerald Park facility, which includes an <br /> indoor swimming pool and senior activities and programs at a site on River Road. The City of <br /> Eugene has an inter - governmental agreement with the RRPRD through June 2003. The City <br /> pays the District $2.50 per $1,000 assessed value for annexed properties and the District provides <br /> the same recreation services to those properties as if they were in the District. The current <br /> inter - governmental agreement will be expired in 2003. The process to re- negotiate the agreement <br /> is just beginning. <br /> In addition to recreation services provided by RRPRD, the City currently sponsors, in partnership <br /> with the Eugene School District 4J, after - school activities which are part of the youth <br /> enrichment program at elementary and middle schools both in or out of Eugene. River Road <br /> youth have access to these programs regardless of whether they live in or out of the City. <br /> Insert Picture of Emerald Park <br /> Planned Service Delivery Improvements <br /> The City has referred to the November ballot a two -year local option levy for non - school hours <br /> youth activities, with a funding level of $1.75 million each year, starting July 2001. The levy <br /> would provide grant funding for community agencies to improve and expand programs during <br /> non - school hours (e.g., recreational, social, sports, and academic opportunities) for youth ages <br /> five through 18. In addition, the City is reviewing the possibility of developing a special <br /> recreation district that could be dedicated to youth services. Discussion so far includes the <br /> possibility that this could cover both Eugene 4J and Bethel School districts and would include <br /> serving youth in the River Road /Santa Clara area. <br /> Service Delivery Issues <br /> The City currently has no policy of charging out of district fees for River Road /Santa Clara <br /> residents when they participate in City of Eugene recreation programs.
