COMMUNITY PARK SITES <br /> 1. Willow Creek Planning District: <br /> The presence of extensive wetlands will make the siting and development of a community park in this <br /> area more difficult and costly compared to the other community park sites. Acquisition costs per person <br /> per acre are all projected to be less than $1.00 in Bethel Danebo, Willakenzie, and Santa Clara areas. <br /> Acquisition costs in the Willow Creek area could be as high as $6.40 per person per acre. This is <br /> because the few remaining options for siting a community park in this area will involve either mitigation <br /> costs for filling wetlands, or higher land costs for industrial property. The acquisition map shows a <br /> location which is on the south side of 1 lth. This site is presently zoned, industrial, and is partially <br /> occupied by the Eugene Speedway. The industrial zoning would need to be changed to commercial, <br /> which the Metro Plan appears to support in this area, to allow the development of a community park. <br /> Another option that staff considered was a site further to the south that borders on the north side of 18th. <br /> This option would require the mitigation of nearly 30 acres of wetland. Such mitigation costs could be <br /> as high as $900,000. <br /> 2. Willakenzie Planning District: <br /> Of the sites listed in the accompanying tables, one site in particular, a community park in the Willakenzie <br /> Planning District (identified on the map as "W -cp ") is not mentioned in the EPRP. Staff has added this <br /> site to the list in recognition of current growth trends in this district and the lack of adequate community <br /> park facilities for this population. The site scored high due to the exceptional attributes of the site. <br /> 3. Bethel - Danebo Planning District: <br /> Two potential community park sites are shown on the map, with one labeled as an alternate site. An <br /> opportunity may exist for a joint development of a community park facility with a public school facility <br /> if the school district chooses to locate a proposed campus just southeast of Greenhill Road and Barber <br /> Avenue. Both the City of Eugene and the Bethel School District could realize savings through such a <br /> venture by capitalizing on shared facilities such as parking and sports fields. The "alternate site" noted <br /> on the map would only be pursued if the joint venture with the Bethel School District is not successful. <br /> 4. Santa Clara Planning District: <br /> The community park facilities are proposed to be split between the east and west sides of River Road. <br /> The smaller of the two sites noted on the map is east of River Road, and would be primarily for sports <br /> fields and supporting facilities.
