planning district, the sites are listed in a separate table, with the highest ranking sites in that district listed <br /> first. The sites have been evaluated according to the criteria adopted by Council in March 1995, <br /> representative of conditions in the Fall of 1995, and that future conditions affecting the sites could <br /> change, resulting in different scores and priority ranking. The score most susceptible to change relates to <br /> the criterion "Threat of being lost to urbanization," which carries a potential of up to 20 points. <br /> Some of the sites listed received significant points for being unique and having natural resource value <br /> (usually wetlands and /or drainage ways). Sites R- 1(Walnut Grove), R -2 (Bramblewood), WC -1 (Bailey <br /> Hill and Gimple Hill Rd.), SW -1 (Hawkins View PUD), and SC -1 (Arrowhead) scored at or near the top <br /> in each of their respective park planning districts, with significant points coming from these two criteria. <br /> These sites and others that have adjacent wetlands may have the potential to expand their size by <br /> donation of the associated wetland, or if acquisition funding is available from other sources concerned <br /> with wetland preservation and storm water management. <br /> Due to the fact that the acquisition program for the sites listed in the accompanying tables will take many <br /> years to complete, periodic reevaluation of the sites remaining to be acquired is essential to maintain <br /> accurate priority rankings. <br /> 2. "Park Size, Projected Population," and "Acres per Thousand ": <br /> The EPRP states that target park sizes are to be based on population ratios. For neighborhood parks this <br /> is between 1.3 and 1.8 developed acres per thousand of population. For community parks the target is to <br /> achieve 4 acres per thousand of population, with 2 acres per thousand being developed. The "Park size" <br /> column indicates the amount of developable land needed for neighborhood parks to fall within these <br /> parameters. In some cases not enough land is available to meet this standard, but at a minimum two <br /> acres is generally considered the least amount of land needed for a functional neighborhood park. The <br /> "Projected Population Served" was derived from the standard 1/2 mile safe walking distance for <br /> neighborhood parks. The "Projected Population Served" for the community parks is derived from <br /> current census data figures for the planning district the site is located within. In some situations it was <br /> appropriate to include some of the population from an adjacent park planning district, which lacks a <br /> community park facility, and which could be reasonably served from the new facility. An example of <br /> this would be the Willow Creek Community Park serving the western half of the Southwest Planning <br /> District. The "Acres per Thousand" column gives the actual ratio that the proposed park site acquisition <br /> will provide. Since there may be some existing sites within a planning district that only partially fulfill <br /> the community park activity needs, the "Acres per Thousand" category is broken down to show existing <br /> and new ratios. <br /> 3. "Estimated Land Cost," "Estimated Assessments," and "Cost per Acre per Person ": <br /> In the tables, under the "Estimated Land Cost" column, the amounts represent vacant land costs based on <br /> a range of current real estate prices from $25,000 an acre in some northwest portions of Eugene up to <br /> $60,000 an acre for viewpoint property in the southwest hills, or for land with existing improved streets. <br /> The "Estimated Assessments" column is based on current street assessments rates of $105 - $115 per <br /> lineal foot. When the figures in these two columns are added together, and divided by the number of <br /> acres and the population served, this gives a cost - benefit ratio as a means of having a uniform <br /> comparison among all the proposed park sites.
