There is a limited grant <br /> potential through the Oregon State Parks Department, which manages federal Land and Water <br /> Conservation Funds distributed by the Department of the Interior. There is keen competition from <br /> throughout the state for those funds. Past experience indicates that a grant in the range of $20,000 to <br /> $50,000 about every third year is possible. The grant requires a local match of at least 50 %. <br /> Community Development Block Grant funds, has in the past been used for improvements in qualifying <br /> low- income areas. The absence of low income areas in the developing parts of town where new park <br /> sites are proposed restricts this funding from being used for acquisition. <br /> SD FUNDING METHODOLOGY AND LIMITATIONS <br /> The authority to level Systems Development Charges was granted by state legislation. That legislation <br /> provides that charges can be made against new development to provide an infrastructure or level of <br /> service (L /S) that prevailed at the commencement of the program. For parks and recreation facilities, the <br /> date of commencement was July 1, 1991. The charge made, on residential dwelling units only, is <br /> calculated by determining the cost to provide the range of qualifying land and improvements in 1991 <br /> These figures include the anticipated land and assessment costs, but do not include <br /> wetland mitigation costs that may be associated with a site. Staff have endeavored to find sites <br /> that will not require mitigation of wetlands, however due to few choices for sites in some areas <br /> this may not always be possible. Wetland delineation would be required prior to the purchase of <br /> any sites that have hydric soils present. <br /> Pau 4 New Park$itec Fehniary 1996 <br />
