PARK SITE ACQUISITION PROGRAM <br /> 2/19/96 <br /> BACKGROUND <br /> The 1989 Eugene Parks and Recreation Plan (EPRP) lists park land acquisitions that can be grouped into <br /> two basic categories: new park sites and expansion of existing park sites. The sites listed in the <br /> accompanying tables are sites that will satisfy the new park acquisitions listed in the EPRP. This list <br /> does not contain those land acquisitions proposed in the EPRP as additions to already existing park sites. <br /> The priority ranking criteria approved by Council in March of 1995 was developed specifically for the <br /> evaluation of new park sites and would need to be modified to be used in the evaluation of additions to <br /> existing park sites. <br /> It should be pointed out, regarding the "unserved areas" on the acquisition map, even if all the park sites <br /> noted in the EPRP for acquisition were obtained, there would still be "unserved areas" remaining in <br /> Eugene's residential districts. This is due to the fact that the EPRP does not recommend acquisition in <br /> some areas, such as in the Southeast Planning District, where "unserved areas" already exist. Also, <br /> some areas will remain unserved because all land in the area is developed. <br /> In the accompanying tables, the best available site is listed with its representative score. Other potential <br /> sites may exist in some areas to satisfy the proposed park. However, they did not score as high as the <br /> site listed. Where no score is shown for park location proposed by the EPRP, this indicates that the site <br /> no longer exists as undeveloped property. Presently, out of some 35 new neighborhood park sites <br /> identified for acquisition in the EPRP, five park sites have been lost due to development. In some cases <br /> it may be possible to acquire a park site elsewhere in the same park planning district, however this may <br /> not result in the same service area as the EPRP anticipated. An example of this would be park site SW -2, <br /> which is approximately six tenths of a mile southwest of the location mentioned in the EPRP. <br /> This analysis is based on a search for the best vacant land that exists as of this date. It should be noted <br /> that some opportunities may be possible by means of redevelopment (i.e., the removal of existing <br /> structures to gain open space). Further research and analysis will be needed to determine the potential to <br /> acquire park sites in this manner, which is a more costly method of acquiring park sites. <br /> Sources of information consulted in this analysis include aerial photographs, assessor's maps, G.I.S. <br /> mapping of unserved areas, soils maps, wetland delineations, planned local street maps, zoning maps, <br /> locations of public elementary schools, as well as individual site inspections. <br /> ACQUISITION TABLES <br /> The "Park Site Code" in the right -hand column of the attached tables correspond to the site identifiers on <br /> the graphic map that shows the locations of all the proposed acquisition sites. <br /> 1. "Overall Ranking" and "Points Scored ": <br /> The "Overall Ranking" Column shows the site ranking with respect to all new neighborhood park sites, <br /> or in the case of the community parks, with respect to all new community park sites.
