04/27/2000 THU 17:18 FAX 541 687 3666 4J TRANSPORTATION fI 001 /on
Fax Memorandum
To: Chris Andersen
From: Bill Hirsh
Subject: Toilets for YSP
Date: 4/27/00
We will be proceeding to have the extra toilets designed, and then will solicit a change request
quote from the contractor. It is my expectation that if the price we are quoted is in the range of
the numbers we have been considering ($80,000 for the work, and $10,000 for the design and
construction administration), we will proceed with the work as described below.
At our February meeting of the Policy Committee, George Russell and I left the meeting with an
understanding that the toilet addition would be the first add -back priority on the YSP side, if
sufficient contingency were available on the YSP side. You apparently left the February
meeting with a different understanding.
The toilet addition is a very valuable to the project; if it goes in at all, it must go in now; and
even with as large a deduction to the contingency as $90,000 (it could be less), there still could
be contingency left on the YSP side of the project at the end of construction.
As a result, it makes sense to proceed to do the work now (if it is within or close to our estimate)
and address a potential overage to the YSP contingency in the future, only if there is indeed a
problem. As mentioned above, there may be no problem.
On the other hand, if the need for changes for the YSP existing scope exceeds the remaining
YSP contingency, we will reconvene the Policy Committee and see what we all want to do about
it. Solutions then might include the City putting more money into theproject up to the amount
of the overage, but not more than the cost of the extra toilet work, or, the use of fields
contingency toward the overage. The former is obviously a less attractive solution to the City,
and the latter would be a less attractive to the District athletic people who are struggling to fund
sufficient money for the bleachers. We do have a reasonable shot at never having to have this
conversation; hence the willingness to move forward with the change now.
1 also have a request. In the future, if you have a request or concern pertaining to the
management of the design/construction, would you first call me to discuss it.
