EUGENE
Public Works
City of Eugene
858 Pearl Street
April 19, 2000 Eugene, Oregon 97401
(541) 682-5262
(541) 682 -6826 Fax
To: Bill Hirsh
From: Christine Ai' ersen --
cc: Jim Johnson
George Russell
Subject: Youth Sports Parks
Rest Room Revisions
Please proceed with the proposed rest room modifications as soon as possible. I understand
that the complete change is estimated at about $80,000
As discussed in the Policy Committee meeting, the expanded rest rooms (from single stall to
double stall) are a priority from several aspects —safety being primary. It is our understanding,
and I believe the intent of the Policy Committee, that although this is technically considered a
change order, it is a necessary component to make the project whole and it falls well within .
the initial scope of the project set at the time the partnership was established.
The Policy Committee further agreed to the concept that the contingency fund is a project
resource, to be used to make the project whole, although money left over upon project
completion would be divided based on the portion allocated for park or field change orders.
I understand your reluctance to proceed with a significant change order so early in the
construction phase. However, considering the fast -track aspect of the project to -date, some
changes must be anticipated. The construction of safe, adequate, and easy -to- maintain
restrooms will be an overall project benefit that will be realized by all users. Delay of this
decision until later in the process will jeopardize not only the ability to complete this change,
but will have a greater impact on the budget.
