(6) The User Committee may also recommend standards and reasonable <br /> protections for ensuring that the potential for misuse and damage by users is minimized <br /> and that the cost of repair for damage will be reasonably and responsibly addressed. <br /> (7) Any recommendations of the User Committee shall be made to the City <br /> Manager and the Superintendent of Schools for their action. <br /> 5.5 Locker Room Use. Locker rooms and school use will be made available <br /> according to District policy. <br /> 5.6 Bathroom Use. Outdoor bathrooms will be built at the Youth Sports <br /> Parks. Responsibility for the maintenance of outdoor bathrooms will be defined in the <br /> maintenance agreement (See Section 6). <br /> 5.7 Site Supervision. The sponsor of a scheduled activity or event is <br /> responsible for site supervision during the event. The User Committee will recommend <br /> policies for ongoing site supervision and accountability for general site conditions and <br /> user behavior. <br /> 5.8 Site Clean Up. Routine event clean up is the responsibility of the <br /> sponsor of an event. <br /> 5.9 Security During Events. Security during events will be the <br /> responsibility of the sponsor of the event. The User Committee may recommend <br /> requirements for specific levels of security for events based upon a history of use or <br /> anticipated problems. <br /> Section 6 Maintenance Agreement. <br /> City and District share the goal of having a high standard that is as affordable as <br /> practicable. They shall establish a separate maintenance agreement that will determine <br /> how maintenance is to be performed. The agreement shall specify the following: <br /> (1) Every effort will be made by City and District to provide for on -going <br /> and annual maintenance through a combination of volunteer activity and maintenance <br /> fees paid by user groups. <br /> (2) The City and District will share in the remaining cost of on going and <br /> annual maintenance based on the pro -rata share of community vs. school district use. <br /> Use will be "weighted" to allow for the amount of use and the impact on fields and play <br /> areas by different sports and uses. Periodic replacement and major repair and <br /> maintenance costs will be borne in the same ratio. <br /> (3) The standard for quality of maintenance, which will be mutually <br /> established by City and District, will be based on local application of national standards <br /> published by the National Recreation and Parks Association. <br /> Draft Intergovernmental Agreement: Joint Use And Development of Youth Sports Parks and Athletic Fields <br /> September 10, 1999 <br /> Page 4 of 10 <br />
