The parent - volunteer group involved in this project has completed most of the we 4 � <br /> make this a playable field. Volunteers have regraded the field, brought in topsoil and are <br /> digging a well to provide an irrigation source. g P g ce. They will have seeded the field for winter <br /> by the end of October. At this time the City has committed the resources to design an <br /> irrigation system and contribute funds to construct it. It was agreed that irrigation would <br /> be installed in spring to avoid doing winter damage to the surface treatments of soil and <br /> seed that are already in place. If there are adequate funds, the City will put the contract <br /> out to bid and oversee the installation of the project next spring. <br /> Youth Sports Parks <br /> Following the advertisement of the request for proposals for the design of the youth sports parks <br /> and synthetic turf fields, WBGS Architecture and Planning was selected as the design consultant. <br /> Cameron Gilbert McCarthy (CMG) Associates, Landscape Architecture and Planning, is part of <br /> the WBGS design team. Both WBGS and CMG have been working on early planning efforts for <br /> these projects nearly since their inception. <br /> As a part of the intergovernmental agreement established between School District 4J and the <br /> City, a program management agreement was developed to help identify the roles, representation <br /> and responsibilities of individuals involved in project management, as well as how financing for <br /> the project management effort would be shared. <br /> To facilitate the design and implementation of the project, an organizational structure of <br /> committees was developed. The bulk of the design decisions would be made by the Steering <br /> Committee, made up of City and 4J staff. To facilitate decision making within the very short <br /> project time line, the Steering Committee meetings were combined with the Design Team <br /> meetings and scheduled on a weekly basis. Decisions involving budget changes, funding <br /> allocations or significant program changes would be referred to the Policy Committee. General <br /> review of the designs, and certain decisions involving special topics or controversial issues <br /> would be the task of the Design Advisory Committee, composed of representatives from the <br /> neighborhoods, sports organizations, boosters, the disabled community, a skateboarder, and a <br /> student athlete. <br /> A preliminary cost estimate has been prepared for the project, and the design team/steering <br /> committee is working on ways to refine the estimate and fine -tune the design to close the-budget <br /> gap while maintaining the integrity of the design and provide a maximum diversity of <br /> recreational opportunities. <br /> Two sets of fall workshops were scheduled for the youth sports park sites as well as the two <br /> athletic - field -only sites to gather information and public comment during the design process. <br /> The first set, completed in late September, focused on discussing the preliminary concept plans <br /> for each site. The second set of workshops, scheduled in late October, will take a closer look at <br /> revised plans and fine tune them before they move on to the engineering phase. Following the <br /> final series of workshops in October, the project will move quickly into the engineering phase, <br /> with a target date of December 15 for completing the bid packages. <br /> City and 4J staff also are actively seeking to implement solutions to concerns raised by adjacent <br /> neighbors, and using the workshops as a forum to discuss and build consensus on proposed <br /> solutions.
