A need to involve Planning staff in coordinating permitting and development <br /> issues was identified, so that the parks planning process and development regulatory <br /> processes are more closely integrated. (See "Community Parks" below) <br /> 3. Quarterly Report <br /> The next quarterly report should be ready for inclusion in the Council newsletter the third week of <br /> January. The March 30 quarterly report will target the inclusion of information on participation in <br /> parks and open space projects by other funding sources (City and outside sources) with the P &OS <br /> project budget information. <br /> Bond Projects <br /> 1. Amazon Pool <br /> The status of the Amazon Pool project was reported, and issues discussed included the proposal to <br /> include a movable bottom, and the funding and integration of a stormwater management improvements. <br /> Staff memos outlining the pros and cons of the proposal by competitive swimming supporters for <br /> movable bottom were distributed prior to the meeting. The funding level for the proposal, relation to <br /> other pool enhancements with higher public support, current project budget and decision to not commit <br /> interest earnings at this time support not including the movable bottom in the project design at this <br /> time. Angel Jones recapped her meeting with the proponents. One issue is the ability to turn down an <br /> offer of partial funding by the proponents. Concern was expressed about the proponents contacting <br /> Council members to directly fund the proposal through Council action (potentially on January 24th), <br /> and that Council members would not have the overall understanding of the situation. <br /> A. Decision. Jim Johnson will meet with the proponents to convey Staff concerns and <br /> recommendation to not proceed with the movable bottom. Jim will also meet with the mayor <br /> about the issue, and convey information on Staff recommendation to Council members. <br /> The proposed analysis of a stormwater pilot project for the site was discussed. The potential for use of <br /> the information in the development standards process was reviewed, and potential benefit of <br /> constructing a workable stormwater quality improvement that could function as a demonstration project <br /> for private development was discussed. Woodward -Clyde Consultants is proceeding with a site <br /> analysis, and will be developing a report on the feasibility of a constructed mitigation measure at the <br /> site. The timing of WWC's work to ongoing construction document development by the Pool project <br /> architect, and eventual integration with the project, was identified as needing coordination. <br /> B. Decision. Analysis and mitigation measure (if feasible and beneficial) will be funded by <br /> Stormwater Fund, as results should be applicable to similar sited development. Facilities <br /> Maintenance and Engineering staff will work on coordinating WWC work with the project. <br /> 2. Community Park. <br /> Land acquisition for the community park site was reviewed. Issues related to siting, availability, land <br /> use compatibility, relation to the UGB and need for permitting were discussed. The need for Council <br /> understanding of issues, and the potential need for Council action, were identified. <br /> A. Decision. Jim Johnson will arrange for discussion with Council in an Executive Session. <br />
