43
_-
EUGENE Public Works
Facility Management Division
City of Eugene
210 Cheshire Avenue
MEMORANDUM Eugene, Oregon 97401
(541) 682 -2690
(541) 682 -6222 FAX
Date: January 10, 2000
To: Parks and Open Space Policy Team
From: Glen Svendsen, P &OS Staff Team
Subject: January 6, 2000 Meeting Notes
Attendees: Chris Andersen, Carol Calkins, Jim Johnson, Angel Jones, Jeff Lankston, Steve Loges,
Les Lyle, Mike Penwell, Andrea Riner, Warren Wong, Glen Svendsen
The following items were discussed, and decisions made as noted.
Overall Project Management
1. Interest Earnings.
Current, conservative estimate is that $300- 350,000 is expected. Carol Calkins will provide Jim
Johnson with a description of the baseline parameters upon which the estimate is based, and the factors
which impact the interest earnings estimate.
A. Decision. No commitment of interest earnings should be made at this time. Thought
should be given to designing P &OS projects completed early in the overall project construction
cycle in a manner that allows needed or desirable project elements to be added after interest
resources are more clearly known.
2. Interagency Coordination.
A. 4J/ Youth Sports Parks. There was a general consensus that 4J's role as the owner's
representative for the Youth Sports Park elements of the overall project needed to be revised,
given the complexity of the project. The concern is that 4J has less expertise and investment in
the quality and functionality of the more general recreational aspects of the project that City
staff.
B. Other City Departments
i. LRCS. There was general agreement that the coordination between PW and LRCS
was working well. Appropriate staff were being included in the project as needed, and
LRCS representatives are kept informed of project status.
