(3) The User Committee [will] shall be appointed no later than July 1, 2000 and <br /> shall regularly, but no less than once per year. <br /> (4) The User Committee will initially make decisions by consensus. After one <br /> year of operation, the User Committee may, by consensus, decide upon another form of <br /> decision making. [ :. ; , - ; - - : • :. - , - •• • : <br /> Fete] . <br /> (5) The User Committee will determine criteria for field use agreements, <br /> recommend changes to fee structures, annually review the percentage of use by City and <br /> District and community groups to evaluate compliance with the terms of this agreement, <br /> and review and recommend policy regarding advertising and site supervision. <br /> (6) The User Committee may also recommend standards and reasonable <br /> protections for ensuring that the potential for misuse and damage by users is minimized and <br /> that the cost of repair for damage will be reasonably and responsibly addressed. <br /> (7) Any recommendations of the User Committee shall be made to the City <br /> Manager and the Superintendent of Schools for their action. <br /> 5.5 Locker Room Use. Locker rooms and school use will be made available according <br /> to District policy. <br /> 5.6 Bathroom Use. Outdoor bathrooms will be built at the Youth Sports Parks. <br /> Responsibility for the maintenance of outdoor bathrooms will be defined in the maintenance <br /> agreement (See Section 6). <br /> 5.7 Site Supervision. The sponsor of a scheduled activity or event is responsible for <br /> site supervision during the event. The User Committee will recommend policies for ongoing site <br /> supervision and accountability for general site conditions and user behavior. <br /> 5.8 Site Clean Up. Routine event clean up is the responsibility of the sponsor of an <br /> event. <br /> 5.9 Security During Events. Security during events will be the responsibility of the <br /> sponsor of the event. The User Committee may recommend requirements for specific levels of <br /> security for events based upon a history of use or anticipated problems. <br /> Section 6. Maintenance Agreement. <br /> City and District share the goal of having as [a] high a standard of maintenance [that is] <br /> as is affordable [as] and practicable. They shall establish a separate maintenance agreement that <br /> will determine how maintenance is to be performed.
