(1) The matrix included as Appendix A shall govern initial use by City, District <br /> and community of the multi - purpose artificial athletic fields. For the purposes of the <br /> scheduling matrix Appendix A, and only for that purpose, "community" includes events <br /> sponsored by City as well as by community groups. Times reserved for the District, but <br /> not used by the District, will be made available to City and Community and times reserved <br /> for the community, but not used by the community, will be made available to District. <br /> Changes in policy that relate to the use of the multi - purpose artificial fields will require the <br /> review and approval of the User Committee. The User Committee will determine how <br /> scheduling is to occur during the times reserved for community use. <br /> (2) The matrix included in Appendix A was developed using existing <br /> requirements of the Oregon School Activities Association (OSAA) and Kidsports. City <br /> and District reserve the right to renegotiate the actual times of District and community use <br /> if there are changes in these requirements. The intent of the parties is to maintain a <br /> balance between the [amount[ number of times reserved for the community and for District <br /> substantially the same as in Appendix A. <br /> 5.2 Other Athletic Fields. Use of [other] athletic fields other than artificial surface <br /> fields in the Youth Sports Parks will be determined by the User Committee, except that they will <br /> be scheduled and used during instructional days in a manner that is compatible with District <br /> instructional needs. Instructional days are those days scheduled by the school board for <br /> instruction, <br /> 5.3 [Long-Range] Change in Policies Governing Usage. Any proposed [long- range] <br /> change to usage or policies governing usage other than scheduling will require approval by City <br /> and District after consultation with the User Committee. <br /> 5.4 User Committee. While City and District are responsible for the joint management <br /> of the artificial' surface fields and youth sports parks, they will form, and maintain, a User <br /> Committee to direct the scheduling and use of the artificial surface fields and youth sports parks <br /> and to make recommendations to City and District on policies relating to the fields and parks. The <br /> User Committee's operations and decisions will be consistent with this Agreement and the <br /> provisions specified below: <br /> (1) The User Committee [whieh} will not have more than twelve (12) members <br /> and will consist of an equal number of District and City representatives and at least one <br /> representative each from Kidsports and one other major community user, to be selected by <br /> each respective organization.
