Without accredita- <br /> tion, schools are reluctant to grant students credit for classes they take. <br /> In order to receive accreditation, the district must submit an initial application for <br /> membership and a $75 filing fee by July 1, 1999, and the completed application by • <br /> October 15, 1999. Annual dues to the Association will be $1,000 per year, which <br /> would be paid for with CyberSchool tuition income. Given the late notice last fall <br /> that CyberSchool would need to be accredited, we were not able to comply with <br /> the application date requirements until this year. <br /> The mission of CyberSchool is to offer credit- bearing courses to high school <br /> students, worldwide, on the Internet as a supplement or alternative for incorpo- <br /> ration within their regular high school graduation program. The CyberSchool <br /> program was initially established by the school district in 1995 and received board <br /> approval on August 7, 1996. <br /> To be accredited CyberSchool will need to meet nine standards, which include <br /> purpose, organization and administration, educational program, student services, <br /> staffing, student selection, business practices, facilities, equipment and records, <br /> and evaluation and school improvement. <br /> The superintendent recommends approval of CyberSchool's "Application for <br /> Membership" to the Northwest Association of Schools and Colleges. <br /> 3. Conduct Routine Annual Business <br /> Each year the board is required to take a number of routine operational actions. <br /> a. Appoint Clerk and Deputy Clerks for Fiscal Year 1999 -2000 <br /> Statutes require the Board of Directors to designate persons to serve as <br /> custodians of school funds and to officially sign contracts and other legal <br /> documents on behalf of the district. <br /> The superintendent recommends appointment of George Russell as District <br /> Clerk and Nancy Heiligman and David Piercy as Deputy Clerks for the 1999- <br /> 2000 fiscal year. A resolution authorizing us to sign legal documents on behalf <br /> of the school district was included in your June 1 board packet. <br /> b. Appoint Executive Officer and Budget Officer for Fiscal Year 1999 -2000 <br /> The state budget law requires the Board of Directors to appoint an Executive <br /> Officer and a Budget Officer for the school district each fiscal year. <br /> The superintendent recommends that George Russell be appointed Executive <br /> Officer and Nancy Heiligman be appointed as Budget Officer for the 1999 -2000 <br /> fiscal year. <br /> c. Adopt Resolution Authorizing Interfund Borrowing <br /> From time to time, receipts for specific budgeted fund categories are not <br /> received as expected; for example, grant funds may not arrive on time or food <br />
