<br /> and community sports activities. We asked the voters to approve the $3.5
<br /> million for the construction of multi-use fields because the university had told
<br /> us that starting in the fall of 2000, our high school varsity football teams would
<br /> no longer be able to play their games at Autzen Stadium.
<br /> Each high school has expressed an interest in having a "home" field on which
<br /> to play its varsity football and soccer games, like most other high schools in the
<br /> state do. However, developing four fields with bleachers and related facilities
<br /> will cost substantially more than $3.5 million. We know that we can construct
<br /> a single facility for this amount of money.
<br /> On October 21, 1998, you determined that if the district is going to construct a
<br /> single multi-use facility that would be used by all four high schools, it would
<br /> be located on district property that is located between Kennedy Middle School
<br /> and Churchill High School. However, you also directed staff to work with the
<br /> athletic directors of each of the high schools to develop a plan for the
<br /> construction of a field at each high school within the funds available, and with
<br /> support that may be generated from the community.
<br /> A committee of district staff, athletic directors, and high school principals
<br /> began working right after the election to determine what should be included in
<br /> a four -field option and what the cost would be. A parent from each of the high
<br /> schools, and a representative from the city and Kidsports joined the committee
<br /> to review the plans and discuss possibilities for raising additional funds.
<br /> You reviewed the architect's report and cost estimates at your February 17,
<br /> 1999, meeting. Another copy of that report is induded in the packet. In
<br /> summary, to build one complete field with an artificial surface, bleachers,
<br /> lights, restrooms, team rooms, and other related items at one site would cost
<br /> the district approximately $3.1 million.
<br /> As we planned for the four -field option, we developed cost estimates based on
<br /> different levels of development. To build four basic artificial fields with
<br /> bleachers and lights would cost the district about $6.2 million. To add a score
<br /> board, sound system, and dumpster storage area would increase the cost of the
<br /> project to $6.4 million.
<br /> 2. The Proposal
<br /> City and district staff are proposing that we construct a multi-use athletic
<br /> facility at each of our high schools and a youth sports park at Churchill High
<br /> School, Sheldon High School, and Cal Young Middle School. The total cost of
<br /> the projects and the funding are summarized below.
