If the state <br /> allocates a significant amount of unrestricted additional funds after budget <br /> adoption, then the board could use the supplemental budget process to <br /> appropriate the funds. <br /> After the public hearing, you will consider adoption of the budget for 1999 -2000. <br /> 2. Approve a Resolution Adopting the 1999 -2000 Budget, Making Appropriations, <br /> Imposing and Categorizing Taxes <br /> The superintendent recommends approval of the resolution (included in the <br /> packet) adopting the 1999 -2000 budget, including all funds for a total of <br /> $198,541,058; approving a General Fund tax rate of $4.7485 per $1,000 of assessed <br /> valuation of the district; approving a Debt Service Fund tax levy of $8,775,082; and <br /> making appropriations as shown in the resolution in the total amount of <br /> $173,539,852. <br /> VII. ITEMS FOR INFORMATION <br /> 1. Receive a Report on the Siting of Athletic Facilities (Item for Action at a Future <br /> Meeting) <br /> I anticipate that on July 1, 1999, I will be recommending that the district enter into <br /> a partnership with the City of Eugene that would result in the placement of a <br /> multi-use athletic facility with synthetic turf at each of our high schools, and youth <br /> sports parks at Churchill High School, Sheldon High School, and Cal Young <br /> Middle School. The partnership, if approved, would result in a significant increase <br /> in the number of fields available to the community, especially youth, and <br /> dramatically increase the amount of available field time. This partnership is <br /> possible if the district and the city share resources available from the district's <br /> critical needs bond and the city's park and open space bond and if they enter into a <br /> use agreement that governs the use of the facilities at all four high schools and Cal <br /> Young Middle School. <br /> We have been meeting with the City of Eugene since February to determine how <br /> we might work together and share resources. As a result of those meetings, staff <br /> from the city and district have developed a joint proposal that both the school <br /> board and city council will receive on June 16. <br /> I have provided some background information and more detail on the proposal <br /> below. <br /> 1. Background <br /> On November 3, 1998, the voters approved the school district's $12.2 million <br /> bond request. While the major purpose of the bond will be to deal with critical <br /> building needs and security, $3.5 million was set aside for the construction of <br /> one or more multi-use athletic fields that would be available for both school <br />
