Reports and Recommendations, June 16, 1999
Page 5
FUNDING
4J Bond $3,500,000
Park and Open Space Bond $4,000,000
Fundraising and Other Revenue $1,070,953
Total $8,570,953
Concept Plans for each of the components of the project are included in the
packet. I will summarize what we anticipate will be located at each of the sites
if this plan is approved. These components may be modified as we continue to
develop more specific plans for each site.
Churchill/Kennedy Youth Sports Park: In addition to the multi-use synthetic
field, which will be within the existing track, the Churchill site would include a
skate park, three new softball fields, one new full basketball court, improve-
ments to the tennis courts, a children's play area, covered picnic area, rest -
rooms, covered bike parking, and plantings. The site would also continue to
have the existing varsity baseball field, two softball fields, and four soccer
fields.
Sheldon Youth Sports Park: In addition to the multi-use synthetic field at
Sheldon, the site would have covered bike parking, restrooms, a covered picnic
area, a neighborhood park area, two new small soccer fields, one full basketball
court, tennis court improvements, two renovated softball fields, and one
renovated soccer field. The site would also continue to have the existing track,
baseball field, and soccer fields.
Cal Young Middle School: There will be a new skateboard park, basketball
court, and neighborhood playground at Cal Young, along with the existing
facilities.
South Eugene and North Eugene High School: The work at these two
campuses will be limited to construction of the multi-use athletic facilities, both
within the track.
User Committee: A committee composed of school district and city staff and
appropriate community representation would govern the use of all five
facilities to ensure that they can be used widely by members of the community.
Intergovernmental Agreement: If the concept is approved by both the city
council and the school board, we will develop an intergovernmental agreement
to plan and implement the program.
Fundraising: This proposal will require the school district to raise an
additional $1,070,953 to complete the full project. We believe we will be able to
work with boosters to obtain these funds in a number of ways, including cash
and in -kind donations. We also may be able to achieve savings obtained from
bidding a large number of fields, bleachers, and lighting systems. We would
move forward with our construction of the fields and youth parks and add
bleachers and lights as funds become available.
