EUGENE Public Works <br /> Maintenance Division <br /> City of Eugene <br /> MEMORANDUM 1820 Roosevelt Boulevard <br /> Eugene, Oregon 97402 <br /> (541) 682 -4800 <br /> (541) 682 -4882 FAX <br /> Date: June 29, 1999 <br /> To: Christine Andersen, Director of Public Works <br /> Jeff Lankston, Public Works Maintenance Director <br /> From: Tim Rhay, Parks Maintenance Manager <br /> Subject: Geographic Division of Maintenance Responsibility @ Youth Sports Park Sites <br /> The idea of geographic division of maintenance responsibility at youth sports park sites may be more <br /> reasonable and practical than first thought. In fact, some geographic division of maintenance <br /> responsibility currently exists at four of the five sites identified for stadium or youth sports park <br /> development. <br /> The largest of these is South Eugene High School. The attached map shows the large adjacent parcel <br /> of City park land directly abutting SEHS athletic facilities. Further, the High School has historically <br /> used our north softball field at the 24 & Amazon facility for their girl's softball program. This is an <br /> existing example of 4J student athletic programing on a site maintained by City staff using City policy, <br /> methods, etc. It would seem, then, that such an arrangement is acceptable. (District 4J staff mows <br /> this site under the coordinated mowing agreement, but City staff does all other maintenance.) <br /> The proposed Sheldon site is immediately adjacent to the City's Sheldon Community Center and Pool. <br /> City staff maintain the grounds adjacent to these buildings and their parking lot planters, which directly <br /> abut School District facilities. Students use the pool frequently, if not daily. Again, apparently this is <br /> an acceptable arrangement to the District staff and School Board. At Sheldon, I would propose <br /> expanding the existing geographic division so that the School District retained control and maintenance <br /> responsibility of varsity athletic facilities while City staff cared for community -use elements of the <br /> Youth Sports Park. The attached map delineates this proposal. <br /> At Churchill, once again, City staff are currently maintaining the tennis courts. Our meadowlands <br /> mowing crews also have done some slope mowing under contract with the District. These activities, <br /> again, seem to meet the approval of District staff and the Board. I would propose a similar division of <br /> responsibility to that at Sheldon, as shown on the attached map. <br /> Even at the Cal Young site their is current City maintenance activity associated with the adjacent storm <br /> channel. District staff is aware of this as well. At Cal Young, again, I would propose City <br /> maintenance of community- directed facilities as well as the soccer fields, giving us the largest portion <br /> of the maintenance responsibility, while leaving those facilities closest to the school under their control <br /> and responsibility. (See map.) <br />
