In regards to visual impacts, we are working to ensure that each site truly becomes a park, a <br /> visual amenity to the neighbors and the community. We have proposed low -glare uni- directional <br /> lighting and vegetative screening where needed. If any promotional signage is included, it will <br /> have to conform to the public's expectation regarding the visual quality of a City park. <br /> Community usage is a critical aspect of the City's agreement with the School District. One of <br /> the main goals of the Youth Sports Park concept is to increase public access to the recreational <br /> resources located on school district property, and to enhance these resources with the <br /> development of children's play areas, picnic sites, additional ballfields, and walking paths. <br /> Access to the fields for impromptu neighborhood and family use will be reviewed, and a User <br /> Committee has been proposed to address ongoing field scheduling. There may be limitations on <br /> access to the synthetic surface fields, due to security and maintenance concerns. However, the <br /> ability to program these fields for over four times the number of games that are feasible on a <br /> standard grass field will reduce the reliance on other facilities and result in increased community <br /> access at City and school district athletic fields throughout Eugene. <br /> In response to your question regarding the Kinney Loop site, we have determined that <br /> development of this site would be premature at this time. The site lies outside of the City limits <br /> and would therefore require annexation to develop. In addition, the site is not currently served <br /> by public utilities which are required for even basic athletic field construction. The site does <br /> present the potential for a similar type of Youth Sports Park development sometime in the future. <br /> City staff and elected officials are committed to the same goal that you stated - -that if we do these <br /> projects, we do them right.
