Demonstrates the capacity and resources to develop and operate <br /> the project in an co- operative and stable manner. (25 points) <br /> b. Demonstrates a thorough working knowledge in the development, <br /> organization and management of the programs and services indi- <br /> cated in the proposal. (25 points) <br /> c. Demonstrates the capacity to secure single limit general liabil- <br /> ity insurance of $500,000 per occurance, permits, and licenses <br /> in compliance with Federal, State and local laws. Compliance <br /> with building codes and accessibility criteria are issues under <br /> this section. (15 points) <br /> d. Demonstrates the ability to co- operate with other public agencies. <br /> (10 points) <br /> e. Demonstrates the ability, including fiscal ability, to manage and <br /> maintain the integrity of the property. Utility expenses, caring <br /> for general maintenance and replacement of improvements, payment <br /> of property taxes (if applicable) should be discussed in the pro- <br /> posal, and strategies for addressing the on -going maintenance <br /> costs should be addressed in this section. Pursuant to committing <br /> to such maintenance, the City wishes to receive a bond or other <br /> acceptable form of security in the amount of $10,000 to cover any <br /> failure to perform such work. (The areas associated with the <br /> activity in and surrounding the building would be the lessee's <br /> responsibility. The remaining areas would be maintained by the <br /> City as part of the Ridgeline Park.) (25 points) <br /> If the proposal is a joint venture with two or more parties, the outline or <br /> draft of a contractual agreement between the,parties should be submitted. <br /> SELECTION <br /> The City will determine selection based on proposals submitted and may con- <br /> duct interviews with some or all who have submitted proposals. Failure to <br /> achieve 200 of the points in any one criterion, or 40% in two or more crite- <br /> ria, may be grounds to reject the proposal.
