REQUEST FOR PROPOSAL <br /> The City of Eugene requests proposals from qualifying parties or <br /> organizations who could occupy, operate and maintain for public <br /> benefit property located within the Ridgeline Park on Fox Hollow Road. <br /> BACKGROUND: <br /> The City owns property containing 4.30 acres, with a house, a storge building <br /> and several utility sheds. The property is situated in the South Hills area, <br /> located at 32257 Fox Hollow Road, Eugene, Oregon. The Ridgeline Trail runs <br /> along the lower west edge of the property. The City believes that this prop- <br /> erty may have more potential to be used as an environmental, nature or wild- <br /> life education and interpretive center. The property is currently in resid- <br /> ential use. Therefore, it is the City's intent to first ascertain whether <br /> other parties could occupy and maintain the property in a manner benefitting <br /> the general public. If not the City would declare the property surplus and <br /> sell on the open market. <br /> The request for proposal is issued to local non - profit organizations that can <br /> provide such programs and services for the public. Interested organizations <br /> or parties are invited to submit proposals that are responsive to the infor- <br /> mation, objectives and criteria contained herein. <br /> PROJECT OBJECTIVES: <br /> The City of Eugene is interested in having this property developed into and <br /> operated as a self- sufficient, non - profit environmental, nature or wildlife <br /> education and interpretive center consistent with the Eugene Parks and Recre- <br /> ation Plan that would create: <br /> 1. A center that would provide opportunities for the general public <br /> to learn about and enjoy the environmental and outdoor recreational <br /> amenities of the property. <br /> 2. A center that would provide opportunities for the general public <br /> to learn about the care, rehabilitation and injury prevention of <br /> wildlife. <br /> 3. Other public amenities that would logically affiliate with the prime <br /> uses. On -site caretakers' quarters would be a desirable component <br /> of any proposal. <br /> Proposals that might involve a joint venture by two or more qualifying par- <br /> ties would be considered. <br /> Proposers may contact Walt Haniuk, Parks Property Manager, 858 Pearl Street, <br /> Eugene, 9740.1, 461 -2691, between the hours of 7:30 a.m. and 4:00 p.m. to: <br /> 1. Gain access to the property for orientation and inspection. <br /> 2. To obtain additional information about the property and scope <br /> of the project. The property has deficiencies. A list of those <br /> known to the City will be furnished upon request. <br />
