patch of vigorous poison oak. Now city park managers allow it to lie
destroyed for a year, and are vague at best about any commitment to build
it to it's funded and designated specification.
Studies have repeatedly demonstrated that maintained trails of this
sort raise property values nearby. But as the trailhead exists now, sight
lines are not to specification for public safety, and signage now installed
forbids parking for any trail users anywhere within sight of the trailhead,
without any design provision for even turning around.
This is nothing less than mismanagement of public resources and a
gross betrayal of the public trust.
That Parks Dept managers accepted the monies and citizen labor to
build the trail under terms of the grants and their provisions, then reneged
on those terms by allowing its destruction in a few years is just plain
disgusting.
The misstatement of facts sent to you as cover for such
mismanagement is utterly unprofessional. For the same manager to have
the arrogance to coolly state that they will "revise the trail head sign" as
they deem "appropriate" is beyond words (Someone might remind them
that no system map trailhead signage existed until the grant that built this
section in 1995 provided for them throughout the whole system).
As you may expect, I find the absolutely false depiction of my lack of
reply to Parks messages likewise irritating.
It therefore seems necessary to ask your office to take an active role
in
(a) seeing that the Ridgeline Trail and its Spring Blvd Trail head, built
and funded in the 1995 effort, is restored to its original specifications as
soon as possible, with suitable functional access for the public to the trail,
and
(b) that those responsible for each aspect of this fiasco be held
professionally accountable for their execution of public responsibility and
trust or the lack of same.
Sincerely,
P Yuri Samer
