I hope that the plan can provide clarity on what process is <br /> required before staff take actions to limit one user group from any new trails. Other <br /> reviewers have commented with similar concem — not wanting any closures or user limitation actions to be done <br /> capriciously. Since we don't want to overly detail a process in the MP, we edited the goal language this way; "In <br /> coordination with key user groups, consider trail use management actions to reduce undesirable impacts or conflicts <br /> between uses if demonstrable problems occur." <br /> Access Goals, item #3- I am fine with text and understand intent.
