- with Arlie & Co, as it appears we don't have direct access to them off of the existing maint rds identified in the sale
agreement. In some of these spots the logical access point is very wet and might require gravel or perhaps a culvert
to enable us to drive up into the site. Some places might need minor grading or vegetation clearing for safe access.
I assure you that work anywhere outside of our ownership or not addressed in the sale agreement would be done
only if acceptable terms were able to be negotiated. If you have specific concerns about any of this, please let me
know.
Trails - we strongly support shared trails. Mountain bikers have a long history of using the
property and we believe they should be allowed to continue to do so.,
Trail Goals, item #4- I suggest removing "if possible" text when referring to ADA accessible
loop. It implies this is the lowest priority for park improvements. Everything about the
plan is "if possible" since it creates a long -term vision for improvements. The main reason for
the 'if possible' wasn't that it was a low priority, but that actually being able to create an ADA path might be either
unreasonably expensive, or physically impossible, depending on how roads and other features are developed. I've
changed the goal language to reflect this.
Trail Goals, item #5- I understand the need for trail use management during a natural
disaster, such as a fire. I hope that the plan can provide clarity on what process is
required before staff take actions to limit one user group from any new trails. Other
reviewers have commented with similar concem — not wanting any closures or user limitation actions to be done
capriciously. Since we don't want to overly detail a process in the MP, we edited the goal language this way; "In
coordination with key user groups, consider trail use management actions to reduce undesirable impacts or conflicts
between uses if demonstrable problems occur."
Access Goals, item #3- I am fine with text and understand intent. Maybe we can talk further
on how to help mark boundary with methods such as signage, fencing, landscape treatments,
etc. I know we'll be discussing issue further with you as time passes and site usage changes!
I look forward to seeing the final approved master plan.
Teresa Bishow, AICP
Planning Director
Arlie & Company
2911 Tennyson Avenue, Suite 400
Eugene, OR 97408
Phone: 541 -344 -5500
Facsimile: 541 - 485 -2550
teresa@arlie.com
http: / /www.arlie.com
www.crescent- village.com
CONFIDENTIAL COMMUNICATION
This e-mail message and any attachments are intended only for the use of the addressee named
above and may contain information that is privileged and confidential.
