1. Selection criteria will include the following: <br /> a. First priority will be given to qualifying non -profit agencies (tax exempt 501 C -3) <br /> proposing to use the structure to provide low income housing. <br /> b. Second priority will be given to non -profit agencies (tax exempt 501 C -3) proposing to <br /> use the structure to provide educational or Community service programs. <br /> c. Third priority will be given to bids from all other people, companies, or agencies. <br /> d. Bids which minimize the time that the structure needs to remain on City -owned land will <br /> be given preference. <br /> e. Bids will also be evaluated based on purchase price offered for the structure. <br /> III. General Information <br /> BID PREPARATION <br /> The Standard Bid Form, Exhibit C, must be completed and attached to bids. Bids should be <br /> prepared simply and economically, providing a straightforward, concise description of the Bidders <br /> capabilities to satisfy the requirements of the RFB. Emphasis should be on completeness and <br /> clarity of content. The City of Eugene is not liable for any costs incurred by the Bidders for <br /> preparation and presentation of their bids.
